1 OVERVIEW OF CIVIL WORKS IN ODISHA STATE BY C. GANAPATHY, SENIOR CONSULTANT, TSG

2 Civil works is being implemented in the following four programmes across the districts: District Primary Education Programme (DPEP) Sarva Shiksha Abhiyan (SSA) National Programme of Education of Girls at Elementary Level (NPEGEL) Kastuba Gandhi Balika Bidyalaya (KGBV)

3 District Primary Education Programme (DPEP) District Primary Education Programme (DPEP) was implemented in the state in two phases. First phase was implemented in 8 districts and was supported by World Bank. Second phase was implemented in 8 districts and was supported by DFID. Prior to SSA, DPEP was launched in Orissa in 1996-97 in 8 districts Viz Bargarh, Bolangir, Dhenkanal, Gajapati, Kalahandi, Keonjhar, Rayagada and Sambalpur on the basis of low female literacy rate and educational backwardness at a project of Rs. 22975.08 lakhs, DPEP-I was a World Bank assisted project that came to an end in June, 2003. In the 2nd phase, it was expanded to 8 more districts Viz Boudh, Kanhamal, Koraput, Malkanagiri, Mayurbhanj, Nabarangapur, Nuapada & Sonepur at a project cost of Rs. 31380.30lakhs. DPEP-II was a DFID assisted project. Similar activities like SSA are being adopted in primary level only. Original closing date for the programme was November, 2008. However this has been extended upto March, 2009. Works amounting to Rs. 10459.05 lakhs (cumulative) have been approved so far under DPEP. The expenditure reported upto 31-12-2008 was Rs. 9542.07 (91.23%).

4 Orissa Post Cyclone Schools Reconstruction Project DFID supported GoO in the reconstruction of 3254 school buildings damaged in two sequential cyclonic storms occurred during the end of 1999. The project implementation began in July, 2003 and was to be completed in a period of three years. However the project completed during December, 2006. 13 districts were covered under this project. Total cost of the project was 33.20 million pounds. 3176 schools completed and 78 were not taken up due to local problems. 44 multi-purpose cyclone shelters were also to be constructed under the project.

5 Kasturba Gandhi Balika Vidalaya (KGBV) 182 KGBV sanctioned up to 2010-11 (Model III – 49 - 2004-05, Model III – 65 - 2005-06, Model I – 43 - 2008-09 & 25 Model I during 2010-11) Civil works for 72 KGBVs completed and 72 are in progress For 38 KGBVs work not started All the KGBVs are operational

11 Re-appropriation of SSA Civil Works The State has given a proposal for re-appropriation of physical and financial target approved from 2001 – 02 to 2009-10 822282 works amounting to 1923.24 crores was approved. As per the proposal submitted 74202 works amounting to 1895.86 crores have been proposed for re-appropriation.

12 Major reasons for re-appropriation is given below: Although the project under SSA launched during the year 2001-02, the implementation in the State was started in the year 2003-04. The physical & financial target approved by PAB for the year 2001-02 & 2002-03 could not achieved by the State due to non receipt of funds. In case of BRC & CRC building the targets were in excess compared to requirement as some of BRC & CRC buildings were taken up under DPEP. In some cases the target is surplus even after covering all BRC & CRC. The target approved by PAB for new upper primary schools buildings up to 2009-10 is 5719 whereas sanction for up gradation of PS to UPS is 10601. Accordingly 7691 buildings were taken up for which approval is requested now.

13 Convergence Programme Physical convergence has been made with TSC and State Water Sanitation Mission for construction of Toilets in Schools. Financial Convergence has been made with R.D. Department for installation of Tube wells through out the State. For urban area the construction of toilet and installation of bore well are taken up by SSA.

15 Training Training Programmes/courses for masons, SMCs, engineers and other stake holders regarding planning, implementation, quality maintenance in civil works are imparted Third party evaluation NIT, Rurkela is involved in the third party evaluation of civil works in the state. Evaluation works include testing of materials, periodical supervision of works, reporting to districts/state, rectification of faults noticed during the visit and guiding SMCs

16 ISSUES State has shortage in availability of technical staff at all levels Buildings constructed with MP LAD/MLA LAD funds are in complete and not used. However new rooms are constructed in the same places with SSA funds. Dilapidated buildings/kachha (buildings with mud wall and tiled roof are being used as store room etc. which should be demolished. Civil works are implemented as per the directions given by the district authorities without considering the approval given by PAB.

17 Odisha is one of the nine low performing state for which a review meeting was carried out in July, 2011 Today’s special review is to know the reasons for low performance, action taken by the state to improve the performance and current status of physical and financial progress of targets approved during 2010-11
