5 Analyses of asbestos fibres in the working environment performed in Lithuania The Laboratory of Chemical Hazards Investigation of the Institute of Hygiene is accredited according to the Standard of Lithuania LST EN ISO 17025:2006 “General requirements for the competence of testing and calibration laboratories” and LST ISO 8672:2001 “Air quality. Determination of number concentration of airborne inorganic fibres by phase contrast optical microscopy. Membrane filter method” [www.hi.lt]. Measurements by scaning electron microscopy are carried out by the Environmental Protection Agency for bulk identification of asbestos fibres [http://aaa.am.lt].

11 Asbestos waste in Lithuania All types of activity with toxic (asbestos) waste are strictly licensed in Lithuania. Information is available at the website of the Ministry of Environment [http://am.lt]. The biggest and the most experienced toxic waste disposal companies are “Bionovus” [www.bionovus.lt] and “Toksika” [www.toksika.lt]. 15 Training of Specialists, including workers of Ship repair services There are licensed training schools for work with asbestos in Lithuania: Centre of Training for Energy Specialists Centre of Training for Energy Specialists State Environmental Health centre [http://vasc.sam.lt/]. Vilnius University, Department of Medicine, Institute of Public Health Vilnius University, Department of Medicine, Institute of Public Health Two training programmes on safe work with asbestos are prepared and available at the Centre of Training for Energy Specialists. The duration of the training programme for employers is 16 hours and for employees – 24 hours. The programme consists of theoretical and practical parts. There were 264 persons attested for activity with asbestos waste and 422 certificates were issued: since 2004 there were 206 certificates for employers and 216 for employees.

20 Protection and prevention programmes in Lithuania In order to provide a sound basis for measures to promote occupational safety and health protection and prevention of accidents, injuries and diseases which are due to particular hazards of shipyards employment, research should be undertaken into general trends and into such hazards as are revealed by statistics. The implementation of protection and prevention programmes for the promotion of occupational safety and health should be so organised that competent authorities, or their representatives and other appropriate bodies may play an active role, including through such means as information sessions, on-board guidelines on maximum exposure levels to potentially harmful ambient workplace factors and other hazards or outcomes of a systematic risk evaluation process.
