1 - 1 - RSPG on the Radio Spectrum Policy Program (RSPP) Brussels, 23 March 2010

2 - 2 -  RSPG will discuss the outcome of the Summit and its own opinion right after the Summit  Public consultation in April envisaged  Three main pillars of the Opinion under preparation:  Contribution to the EU2020 vision  Spectrum governance in the EU  External relations  The Opinion will be completed with high-priority policy objectives  The Opinion will cover the period from 2011 until 2015, however reflecting a longer term and forward-looking approach. A mid-term review is envisaged RSPG working on its Opinion on RSPP

3 - 3 - CONTRIBUTION TO EU´S 2020 VISION 1.Improving European citizens´ quality of life through investing and promoting enabling technologies  strong links between spectrum policy and other EU sectoral policy objectives  spectrum management to serve the continued promotion of a truly effective and efficient use of spectrum at European level 2.Increasing economies of scope and scale at EU level  considering possible date for using digital dividend (800 Mhz band) for ECS other than broadcasting  review and identify developing and potential future significant uses of spectrum 3.Promotion of spectrum use by means of regulatory tools in the EU for growth, competitiveness and innovation  facilitate the application of new measures of the revised EU Directives on electronic communications

4 - 4 - SPECTRUM GOVERNANCE IN EU 1.Enhanced cooperation and coherence  competent national authorities, the European Commission, CEPT and ETSI  all sectoral interests should be considered 2.Flexibility regarding the use of spectrum and harmonisation of technical parameters  flexible regional and bilateral agreements  „collective support mechanism” on voluntary basis

5 - 5 - EXTERNAL RELATIONS 1.The EU’s interest in relevant international spectrum bodies should be driven at the political level  policy interest and priorities backed by impact assessment on the forthcoming WRC agendas  development of a programme for regular discussions on spectrum policies with non-EU countries and other regions 2.Political and technical support for individual member states during negotiations with non-EU countries  in particular concerning EU coordinated bands at EU borders  such assistance could constitute an integral part of the EU’s wider international engagements and policy
