8  Oil-producing countries benefit directly in the form of high export profits.  The non oil-producing states receive benefits from their oil-producing neighbors.

9  As a result of this wealth, enormous social achievements have occurred.  Infant mortality was halved, and life expectancy rose by more than ten years.  School enrollment went up and adult literacy rose from 34% to 53%.
