Primary: action to obviate violence before it occurs > general population Secondary: action to detect violence in time to terminate it at the earliest possible juncture > (at-risk) individuals Tertiary: action to prevent a renewed outbreak of violence or to soften the impact of violence > afflicted individuals

Worldcafé, september 17 Increase/change in approach, actions, methods, recognition, … of domestic violence Inspired by the Austrian model Different solutions on professional secrecy (remain difficulty) Easy accessible system seems preferable (e.g. Dutch model) Multidisciplinary approach and case management Need for better indicators for risk assessment, methodological guidelines, early intervention with swift (re)action, protection order, (quasi-)compulsory treatment, …

Prevention of DV in Belgium Primary prevention: local actions, national action plan, gender equality, campaigns, school programmes, … Secondary: national action plan, circular public prosecution  Taking DV serious: obligation of registration  Early and swift reaction to violence  Respect for victims (information, protection, recognition)  Referral to social services or shelters  Multidisciplinary approach (police-justice-social services)

7 3. Prevention of DV in Belgium Tertiary:  Urgent provisional measures (Civil code)  Praetorian probation or mediation (possibility for treatment)  Custody/conviction

European collaboration EUCPN European Protection Order facilitate co-operation between judicial or equivalent authorities of the Member States the protection offered to crime victims should not be confined to a certain territory but should apply to victims wherever they go > Applicable on victims of domestic violence

Are public prosecutors, police officials or mayors entitled for such orders or are judges needed? 3.Multidisciplinary approach: does collaboration between justice and social service work in daily practice or does it remain a plain theory?
