2  Conflict or disputes arise from the breakdown of relationships, resulting in a breakdown in the Community.  The resulting harm, damage, or disruption should be addressed by those involved in and impacted by a conflict, dispute or incident.  A restorative approach recognizes the capacity of the individuals and community to identify, address and resolve their issues and problems.
