2 Context The forthcoming Directive on electronic invoicing in public procurement will set out the legal framework for the establishment of a European standard (EN) for the semantic data model of the core section of an electronic invoice. The EN development is also proposed in the Recommendation on the use of a semantic data model to support the interoperability for e-invoicing, which was adopted by the European Forum on e-Invoicing on 1/10/2013. 2

3 Provisions of Regulation (EU) 1025/2012 Article 10 - Standardisation requests to European standardisation organisations 1. The Commission may […] request one or several European standardisation organisations to draft a European standard or European standardisation deliverable within a set deadline. […] 2. The decisions referred to in paragraph 1 shall be adopted […] after consultation of the European standardisation organisations and the European stakeholder organisations receiving Union financing in accordance with this Regulation as well as the committee set up by the corresponding Union legislation, when such a committee exists, or after other forms of consultation of sectoral experts 3

4 Requested standardisation activities The following activities are envisaged in the draft standardisation request: to develop a European standard [EN] for the semantic data model of the core section of an electronic invoice; to identify a limited number of invoice syntaxes (formats) complying with the European standard [TS]; to develop the mappings of the listed syntaxes (formats) onto the semantic data model [TS]; to develop guidelines on the use of the listed syntaxes (formats) in order to obtain a full compliance with the European standard [TR]; to develop guidelines on interoperability of electronic invoices at the transmission level [TR]; to develop guidelines on the interoperable use of electronic signatures and electronic seals in conjunction with the European standard [TR]. 4

7 Next steps The draft standardisation request will be finalised by end- April, after the adoption of the Directive on e-invoicing in public procurement The Committee on standardisation will be consulted at the meeting of 19/6/2014 Subject to the favourable opinion of the Committee, the standardisation request should be notified to the ESOs by end-June 2014 7
