6 Jgjgj G National Forest Programme ( ) The Hungarian NFP was elaborated in line with the MCPFE resolutions, especially Vienna 1 and FAO recommendations on national forest programmes. Main objectives To ensure long term environmental, economic and social services of forests through sustainable multiple-use forest management. To harmonise the interests of the society in sustainable forest management with the owners and forest managers. To maintain natural or close-to-nature forest stands composed by indigenous tree species and extend their area in accordance with prevailing site conditions. 8 Results and lessons of Afforestation of agricultural lands: Expectation: ha/year, Result: ha/year, Result: underuse of resources: 72% of the planned. Reason: steep rising of area-based payments Agro-forestry systems is considered a new potential development area in terms of diversification. Result: 314% of the planned - but mostly combined with grazing, others not preferred. Lesson: new measure, no earlier experience Restoring forestry potential and introducing prevention actions Forest fires and other abiotic damages such as drought, flood, frost, snow, wind affected more tha n 5,000 hectares, while the insects caused the death of 200 hectares per year. 9 Results and lessons of Forest environment payments (9 schemes) Repression of aggressively expanding non-indigenous species Selection forest management Manual treatment of forest stands Reduction of regeneration following clear-cutting in indigenous forest stands Ensuring special forest habitats, and the conditions for natural forest ( Creation and maintenance of the micro habitats, Leaving groups of trees after final felling, Bush regulation to ensure the success of forest regeneration ) Postponement of final felling in order to protect soil and habitat Maintenance of forests for public welfare purposes Creation and maintenance of forest clearings Application of environmentally friendly material-handling methods Result: massive underuse - 26% of the planned: mainly selection forest-management, application of environmentally friendly material-handling methods was succesful. Lesson: simplification of conditions, start was late (2009), slowly rising interest, lack of professional advice and efficient PR. 12 NEW: Planning Rural Development Program Main reasons of low uptake : Afforestation: lost attractivity because the raise of SAPS subsidy for agricultural lands. The rest of measures: no experience before 2007 led to: long time to elaborate, need for several modifications, over- sophisticated schemes). Notifications: time consuming processes led to disappointment of foresters (extra 2 years for till payment). Low intensity and target of training and advisory. 13 Solutions: SAPS subsidy besides of the afforestation of agricultural land. Considerable simplifications in the measure-details (eg. 6 target- stand types of afforestation instead of 101 leaves more flexibility for the implementation). Reorganising of some measures (eg. from Forest-envi into Ecological value investments where the intervention takes pace in the first year). Establishment of missing elements (eg. Protection of genetic resources). Targeted renewal of additional measures such as training, advisory and promotion of producer groups. E-governance development ambitions (for ERDF, ESF). 14 8.1 Afforestation Horizontal: a) Afforestation: 6 types of target stand (+SAPS from CAP 1 pillar), b) Fast growing trees for industrial use: only establishment costs (+ SAPS from CAP 1 pillar). NEW: Only in agro-innovation cooperation (OG): c) Transformation of areas into forest under spontaneous afforestation. 15 8.2 Agro-forestry Systems Horizontal: a) Combined with grassland culture (eg. grazing). NEW: Protective edge of agricultural lands (trees or bushes). NEW: Only in agro-innovation cooperation (OG): a) Combined with annual culture, b) Combined with perennial culture, c) Combined with plantation culture (eg. mixed orchard). 16 8.3 Forest potential - prevention Horizontal: Protective infrastructure against forest fires (fire breaks, reservoirs etc.). Development of monitoring and communication infrastructure and equipment. NEW: Only in agro-innovation cooperation (OG): Development and testing of other biotic or abiotic prevention methods, solutions, especially: - Introduction of preventive forestry practices, - Drought-protection: water-management practices, - Preventive actions and practices against biotic damages, - Further development of monitoring and communication systems. 17 8.4 Forest potential – restoration (Carrying-on system) Eligibility criteria: 50% damage Selection criteria (if necessary to introduce): a) Major risk of fire, b) Higher grade of preventive function or natural value of the stand at risk, c) Restoration is planned with stand of higher grade of naturality than the obligation. 18 Investments improving the resilience and environmental value of forest ecosystems A/ Conversation of forest structure (existing) a) Conversation of stand with completition of stand b) Complete conversation with artificial renovation of stand B/ Other operations for improving environmental value (New: reallocation from agri-environmental schemes ): a) Repression of aggressively expanding species, b) Creation and maintenance of micro-habitats, c) Creation and maintenance of clearings. 19 Investments for public amenity purposes Focusing more on: connection with other touristic attractions, well-known routes, crossing lines, functional needs. 2/a – Resting place in forest: suitable for short break via trekking – access on foot (cycling or riding). Contains: simple shelter, tables, benches… 2/b – Excursion place in forest: suitable for destination of an serving excursion or cross-road function. Contains wider scale of services eg: snack-bar, playground, bike-repair facility, drinking trough, look-out tower, etc. 2/c – Sub-urban excursion forest place: like 2/b especially in suburban „park-forests”. 20 Investments in forest technologies Targets for the purchase of new machinery: a) Enhancement of close-to-nature forestry practices, b) Improving the efficiency of forestry, c) Enhancement of the better use of other forest-products and residues. The latter aims primarily to serve local renewable energy-supply and improvement of added value such as pre-processing for industrial use (eg. peeling, cutting, carving, drying, chopping, sawing …?). 21 Mobilisation of forest potential Continuation of the scheme of „ Maintenance of young stands ” (under measure 1.2.2): pruning and nursing, selection thinning and intermediary cutting help to improve the economic value of forest through improving the quality and volume of wood Forest-Natura 2000 Continuation of the scheme operational from Year Ministry of Agriculture - Department of Forestry and Game Management 1055 Budapest, Kossuth L. tér 11.
