2 SORDAC PEO-SV UNCLASSIFIEDUNCLASSIFIED Acquisition Objectives 2 GBPS Objectives: Ensure efficient post award contract administration Provide a base contract period with adequate time to recompete, if required Create a contract framework that facilitates flexibility Achieve a three month standard for source selection Maximize competition throughout the life of the contract Become more efficient with processes and IT to achieve goals Ensure all requirements across the Command, Components, and TSOCs are captured in the contract requirements Reduce contract funding to the highest level of accounting possible Implement Better Buying Power 2.0 guidance using the following additional SWMS Objectives: Retain existing and build in additional acquisition efficiency, speed and flexibility Promote a competitive environment for Special Operations Forces (SOF) services acquisition Measure and incentivize superior performance, productivity and innovation Improve “services spend” visibility, manage costs and eliminate unneeded bureaucratic processes Strengthen government-contractor partnerships

3 SORDAC PEO-SV UNCLASSIFIEDUNCLASSIFIED 3 Acquisition Strategy Multiple Award/Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts with 5 Year Period of Performance Focus on agility, flexibility and responsiveness Maximize Full and Open Competition and Small Business opportunities. Accommodate all funding types (RDT&E, Proc and O&M) Tailor task order/contract types and resourcing at the task order level. Tailor and implement incentives at the basic contract and task order levels Address classified requirements at task order level. Require Primes to hold Top Secret Facility Clearances. Tailor Organizational Conflict of Interest (OCI) Clause, including Section H Clause, to maximize competition opportunities. Require Primes to either bid on all Task Orders or request a PCO waiver.
