Also, the Educational Testing Service - ETS (2013) reports that the average score of peruvians who took the international TOEFL in 2012 is 86 points, which is not competitive when applying to top universities in the world (it is required at least 100 points).

3 Purpose To raise the quality of the peruvian professional in level and number and providing the opportunity to continue postgraduate studies in the best universities in the world. Likewise, generate in scholars their own employment within or outside the country in jobs that have links with the linguistic proficiency in the english language. Ministry of Education

4 Objective Develop proficiency in english (up to level C1) according to the European Common Framework of Reference for Languages* in young graduates of public and private universities obtaining international accreditation of language dominion through the scholarship. Ministry of Education

6 Criteria for the selection of the scholars Ministry of Education To have the academic or university degree or the graduate certificate issued by a public or private peruvian university. Have done placement test in the eligible educational institution that determines the basic level of english. To have up to 30 years old at the time of application. Be in poverty or extreme poverty according to the official report of Household Targeting System – SISFOH (Sistema de Focalización de Hogares) and sent promptly to PRONABEC.

8 The scholarship will be awarded for a period of 18 months. It will have an international certification level C1 (Advanced) according to the European Common Framework of Reference for Languages. It will include support to ensure the permanence and completion of studies. It will be linked to institutions, international organizations and institutions for possible access to international postgraduates. Scholarship Description Ministry of Education

9 Eligibles Institutions Ministerio de Educación The eligible educational institutions are: Peruvian British Cultural Association (La Asociación Cultural Peruano Británica). Peruvian Norteamerican Cultural Institute (Instituto Cultural Peruano Norteamericano). San Ignacio de Loyola Private University (Universidad Privada San Ignacio de Loyola). Same as with Pronabec will sign the appropiate agreement.

10 Eligible Educational Institutions: Evaluate with the english aptitude exam to the applicants, in a decentralized and free way. Provide an intensive course of 8 hours per day for 18 months. Provide specialized consultancy to ensure the completion of studies. Link scholars with organizations, institutions and binational entities to ensure the purpose of the program. 11 Curricular Proposal Curricular Proposal Ministerio de Educación ENGLISH I 1.1 Identify the main idea and some supporting ideas in short texts where the English language is used. 1.2 Identify the structure, understand phrases and vocabulary often used in an auditory english text. 1.3 Participate in short social exchanges asking and answering in english orally about routine issues and of their immediate environment. 1.4 Produce descriptive paragraphs on routine issues and their environment properly using some grammatical rules of english language. ENGLISH II 1.1 Identify and understand the main and supporting ideas in written and oral simple texts in english language. 1.2 Participate in simple social exchanges asking and answering in english orally about routine issues, their environment and general interest. 1.3 Produces descriptive and comparative paragraphs on routine issues, their environment and general interest using correct grammatical rules of the english language. ENGLISH III 1.1 Identify, understand and think about the main and supporting ideas in simple texts written and oral in english language. 1.2 Participate in simple social exchanges asking, answering and reviewing English orally on topics of general interest and their environment. 1.3 Produce short texts of various formats on topics of general interest, their environment and using correct grammatical rules of the english language,

ENGLISH V 1.1 Inferr and think about the communicative purpose, discriminate main and supporting ideas of lengthy and complex written texts. 1.2 Infer and think about the communicative purpose, discriminate main and supporting ideas hearing extensive and complex texts. 1.3 Participate in social exchanges, express their views and explains academic and professional issues iin English. 1.4 Produce long texts of different formats about academic and professional issues, prioritizing ideas and using a vast vocabulary and grammatical rules of the english language. ENGLISH VI 1.1 Link and infers specific and general information of extensive and complex written texts of different subjects in english. 1.2 Link and infer specific and general information of extensive and complex auditory texts of different subjects in English. 1.3 Participate in social exchanges comparing and contrasting different situations and discuss to reach consensus using correct english. 1.4 Produce longer texts of different formats and styles about various topics using a vast vocabulary and grammatical rules of the english language. 1.5 Apply the correct grammatical rules and appropriate vocabulary for different types of exercises in English.

B1 Have sufficient linguistic elements to describe unpredictable situations, to explain the main points of an idea or problem with reasonable precision and express on abstract or cultural thoughts, such as music and film themes. Have sufficient linguistic elements to get by and sufficient vocabulary to express some doubts and circumlocutions on topics such as family, hobbies and interests, work, travel and current events, but lexical limitations cause repetition and even, sometimes, difficulties in the formulation. A2 Have a repertory of basic language elements that allows it to address routine situations with predictable content, though usually has to adapt the message and search for words. Produce brief and regular expressions to satisfy simple and specific needs: personal data, habitual actions, shortages and needs, requests for information.
