3 3 VALENCIA FEBRUARY 2008 Stationary or mobile technical unit and equipment dedicated to the thermal treatment of wastes INCINERATION PLANTS Oxidation, pyrolysis, gasification, plasma when the substances resulting from the treatment are incinerated CO-INCINERATION PLANTS generation of energy or material products Uses wastes as fuel Waste is thermally treated for the purpose of disposal

4 4 VALENCIA FEBRUARY 2008 ARE EXCLUDED Vegetable waste (agriculture, forestry, food processing industry) Fibrous vegetable waste, wood waste, cork waste Radioactive waste, Animal carcasses Waste from exploration and exploitation of oil and gas resources Experimental plants < 50 tonnes of waste per year Measurement equipment shall be installed and techniques used in order to monitor the parameters, conditions and mass concentrations CONTROL AND MONITORING

5 5 VALENCIA FEBRUARY 2008 OPERATING CONDITIONS 850 ºC for two seconds ºC for two seconds and destroy PCDD/Fs hazardous waste > 1% halogenated organic substances Designed, equipped, built and operate to prevent emissions ANY HEAT GENERATED SHALL BE RECOVERED AS FAR AS PRACTICABLE •Hazardous waste with net calorific value of at least 30 MJ/kg is excluded from requirements to hazardous waste

7 7 VALENCIA FEBRUARY 2008 The General Directorate of Climate Change is the one to entitle to authorize the waste incineration and co-incineration activities (Recovery type R1) PERMITS Integrated Pollution Prevention and Control (IPPC) permit Waste management permit No incineration or co-incineration plant shall operate without a permit
