1 BUILDING PARTNERSHIPS FOR ENERGY SECURITY
Component D: Support to Statistics Cooperation Gloria Aguinaldo, Key Expert, Energy Statistics BUILDING PARTNERSHIPS FOR ENERGY SECURITY

2 INOGATE Training Day 26 April 2012 Kiev, Ukraine
Component D: Support to Statistics Cooperation Gloria Aguinaldo Key Expert, Energy Statistics

3 Outline Structure of Component D Activities, Deliverables & Results
Success Indicators Status: Inception Phase Identified Priority Areas: Azerbaijan, Georgia & Armenia Conclusions

4 Structure of Component D
. D1. Inception Phase:Assess-ment of PC situation D2. Awareness raising D3. Capacity Building D4. Networking of energy statisticians D5. Monitoring Support to Baku Initiative Framework

5 Activities, Deliverables & Results
11 Energy Statistics Country Profiles 11 Energy Statistics Action Plans D1 - Assessment Increased capacity of NSIs & other statistical bodies in the production and dissemination of more consistent energy statistics, balances & indicators Harmonisation of standards & methodologies for energy statistics & balances in line with European & international norms Increased use of statistics in energy policy and decision making in the region. 3 Annual International Conferences 11 MoUs on statistics cooperation Promotional Materials D2 – Awareness Raising Ad hoc expert support Training and study tours Software for energy balance compilation Pilot Final consumptions surveys Energy prices, indicators D3 – Capacity Building D4 - Networking Regional network of energy statisticians

6 Success Indicators Sustainability: Do the PCs have the capacity to continue after the project? Improvement in data quality Continuity in statistical staff/increase in number of people working in statistics Higher profile for statisticians: e.g. place of statisticians in the institutional situation; greater participation in meetings on policy and decision making Regulatory initiatives/ improved legal framework supporting statistics Increased use of statistics in policy and decision making Increased level of commitment among policy and decision makers to energy statistics Improvement in capacity acquired by statistical staff during the period Number of publications/improved data dissemination

7 Status: Inception Phase
Identification of specific contact persons in statistical institutes and other key statistical stakeholders in all PC’s/ potential members of statistics network/statistician(NSI)+policy analyst (MOE) Research and compilation of past and on-going projects related to statistics for all 11 Partner Countries (done for 10 PC´s) Drafting Action Plans for PC’S (on-going for Azerbaijan, Georgia and Armenia) Inception Visits: Azerbaijan, Georgia and Armenia/assessment of current energy statistics situation in PC’s; identification of areas of cooperation on D2: awareness raising, D3: capacity building, D4: networking

8 Priority Areas: Azerbaijan
D2: Awareness Raising D3: Capacity Building D4: Networking National cooperation among data providers, SSC, users of data in improve-ment of data quality, reliability and transparency Final energy consumption survey Energy indicators in line with EU methodology Further harmonization of national energy statistics in line with EU and international standards Compilation of energy balances Best practices on energy statistics Regional network of energy statisticians

9 Priority Areas: Georgia
D2: Awareness Raising D3: Capacity Building D4: Networking National conference with all players involved in energy statistics on how data quality may be enhanced through national cooperation and constructive dialogue Regional conference on importance of energy statistics and balances Data collection and processing methodologies Final energy consumption survey Compilation of energy balances Harmonisation of energy statistics in line with EU and international standards Best practices on energy statistics Regional network of energy statisticians

10 Priority Areas: Armenia
D2: Awareness Raising D3: Capacity Building D4: Networking Importance of energy statistics in policy and decision making National cooperation among data providers, NSS, users of data in improvement of data quality, reliability and transparency Production of basic energy data: supply & consumption Final energy consumption survey Compilation of energy balances Harmonisation of energy statistics in line with EU and international standards Best practices on energy statistics Regional network of energy statisticians

11 Conclusions Great need for good quality energy statistics in PCs
Key stakeholders in PCs recognize the need for good quality energy statistics Identified priority areas validate to a great extent the activities proposed in the technical proposal
