5 2013 ADC INSTALLATION INNOVATION FORUM | PAGE 5 5 Vision Public-public and public-private (P4) partnerships offer a means to leverage the capabilities and resources of military installations, local governments or commercial entities to reduce operating costs and the cost of services while retaining or enhancing quality AF and Local Community Leadership is key!

6 ADC INSTALLATION INNOVATION FORUM | PAGE 6 AF Goal Bring AF leadership and resource support to Installation and Community leaders as they develop, prioritize, and implement prototype P4 initiatives

7 ADC INSTALLATION INNOVATION FORUM | PAGE 7 AF Policy and Guidance Under development, but learning by doing, how to support Installation and Community leaders with policy and guidance. –Exploit FY13, Sec 331 legislation and existing authorities to identify potential P4 initiatives –Created a cross-functional Task Force of subject matter experts to address potential issues Current AF goal: empowered Installations and Community leaders using the prototype AF process leading to a Table Top Exercise. –An analytical, methodical approach to achieve shared understanding to create shared value –Set conditions to see what ideas these smart people can identify-- help them see what opportunities may exist.

9 ADC INSTALLATION INNOVATION FORUM | PAGE 9 Prototype AF Policy and Guidance 1. Installation leadership must be fully supportive of the concept— Wing leadership is key! (MAJCOMs must be aware of and concur). 2. Community leaders must be fully supportive of the initiative—most installations have a military affairs committee or like group so Installation leaders have a fairly good idea who should be invited to participate and can gauge their commitment. 3. The Installation and Community leaders need to use our AF process for identifying potential initiatives which leads to a Table Top Exercise within a 6-8 month timeframe When proactive Installation leaders call the AF asking how to become part of the prototype program they are told they must meet three criteria:
