1 CER – Energy Safety CER Define works that must legally be completed by an RGI; Undertake prosecutions; Undertake audits and inspections on the GSSB / RGII; Decisions on RGI Scheme Criteria; Public awareness. 1 Energy (Miscellaneous Provisions) Act 2006 RGII The GSSB undertakes the day to day operation of the RGI scheme, as follows: maintaining and publishing of register of RGIs; Ensuring applicants have attained qualifications and hold insurance; Undertake audit and inspections on RGIs on at least an annual basis; Investigate complaints, etc.

3 Public Engagement  Annual publicity campaigns regarding the RGI scheme and Carbon Monoxide awareness are undertaken;  An annual budget of approx. €850k is spent advertising the RGI scheme and the dangers of Carbon Monoxide;  These campaigns focus on the legal requirement that only RGIs undertake Gas Works, the need to obtain a certificate upon completion of the work and the benefits of getting your appliance serviced regularly, etc.  Awareness of the RGI scheme has increased from 17% in 2007 to 55% in 2014 among the general public (25% to 62% amongst natural gas users with a high of 68% in 2012);  These survey results are continually monitored. 3

4 Enforcement 4 229 reports received since 2009 45 case files on-going with CER  42 case files under investigation  3 case files at Legal Stage  One Prosecution- 20 th Feb  Two prosecutions –2 nd March  One Summons to be issued. 5 Future evolution of scheme CER committed to ongoing improvement in scheme including: –Continuing focus on enforcement; –Controls around return of completed certificates; –Continuing engagement with stakeholders; –Continuing monitoring of GSSB via carrying out of audits and inspections by the CER; –Complaints can be made anonymously via www.rgii.ie or by contacting 1850 454 454. www.rgii.ie 5
