3 Fire Control Systems –Recommend moving Fire Control Radars to Category XI with all other radars –Need further technical expert input for any additional DTAG recommendations

5 5 Thermal Imaging Systems Methodology of Conclusions –Some focal plane arrays have become widely available –Just having a focal plane array does not make a defense article –CJs issued confirming dual use control for multiple items containing a USML focal plane array –Wide Proliferation into US and foreign commercial products and applications for thermal imaging systems –Automotive - Online processing –Manufacturing - Security and Surveillance –Gas detection –Utilities Maintenance

6 6 Thermal Imaging Systems(cont’d) (ITAR Tiers below) Thermal imaging systems with any of the following: – (T2) Laser target designator – (T3) It has been designed for weapon mount on a defense article – (T2) It incorporates countermeasures such as filter or other mechanism to defend against lasers or infrared or I2 blinding/disabling systems. – (T2) It has been designed to specifically identify and track defense articles

7 7 Thermal Imaging Systems(cont’d) (ITAR Tiers below) Thermal imaging systems with any of the following (cont’d): – (ITAR T2) Incorporating a defense article laser range finder; – (ITAR T2) Incorporating a US Gen III image intensification tube or better.

8 8 Thermal Imaging Systems(cont’d) (ITAR T3) A thermal imaging systems: – Incorporating a defense article focal plane array and – It has range performance greater than X when using “NV Therm” Calculations NV Therm Parameters (atmosphere, target size, etc) must be determined jointly by USG and industry. Range “X” must be determined and set at an appropriate level based on current technology. If interchangeable optics, largest optic should be used for the calculation.

9 (ITAR - T2) Night Vision or other Night Sighting “Systems” with a U.S. Manufactured GEN III (or greater) Image Intensification Tube(s) Image Intensification Systems

10 10 Inertial Systems (ITAR T2) Inertial navigation systems with specified performance better than X nautical miles per hour during exposure to each of the following: – vibration levels equal to or greater than Xg rms; and – shock values equal to or greater than X g; and – exposure to temperature range X; and – angular rates greater than X degrees per second

11 11 Inertial Systems (cont’d.) (ITAR T2) Inertial systems that designed to meet requirements for space radiation hardening; (ITAR T2)Inertial systems having functions specific to missile systems. NOTE: High dynamics, severe environment and performance capability within those environments are the military differentiators.

12 12 Parts and Components (ITAR T2/EAR T2) Two dimensional infrared focal plane arrays having individual elements with a peak response in the wavelength range exceeding 1,200 nm but not exceeding 30,000 nm (cooled focal plane arrays) that exceed X when performing a figure of merit calculation. [FOM is based on sensitivity, pixel pitch and number of pixels or resolution.] – FPA’s will be EAR T2 if they fall below the FOM threshold.

(EAR T2) Two dimensional Infrared focal plane arrays based on "microbolometer" material having individual elements with an unfiltered response in the wavelength range equal to or exceeding 8,000 nm but not exceeding 14, 000 nm (uncooled focal plane arrays) are controlled on the CCL (Suggested placement in existing ECCN 6A002.a.3.f.)

14 14 Parts and Components (contd.) (ITAR T2) Visible focal plane arrays that exceed X when performing a figure of merit calculation; (ITAR T2) Uncooled photon detectors that exceed X when performing a figure of merit calculation;

(ITAR T2) US Gen 3 image intensification tubes with a FOM of XXXX or more; (ITAR T3) US Gen 3 image intensification tubes with a FOM of XXXX or less; (ITAR T2) Countermeasure filters; (ITAR T2) Image intensification tubes containing autogated technology, halo X or less or including countermeasure filters;

(ITAR T1/T2) Inertial measurement units capable of achieving performance equivalent of the following in an inertial navigation configuration: – vibration levels equal to or greater than Xg rms; and – shock values equal to or greater than X g; and – exposure to temperature range X; and – angular rates greater than X degrees per second
