3 LEGISLATION 1.0. – European Union Key objective:Eliminate inequalities and promote gender equality throughout the European Community. Legal supports:EC Treaty Art. 2 and 3 (gender mainstreaming); Art. 141 (equality between women and men in matters of employment and occupation) and Art. 13 (sex discrimination within and outside the work place). Subjects:The Employment, Social Affairs & Equal Opportunities Directorate-General (DG). "Equal Opportunities for Women and Men: Strategy and Program” Unit. "Equality of treatment between Women and Men: Legal Questions" Unit.

4 LEGISLATION 1.1. – Italy The National CODE for Gender Equality The National CODE for Gender Equality (15 June 2006) Main aim: The National Code is the legal instrument that groups and systemize all the previous laws and norms and actually represent the most effective instrument to deal with gender discriminations. Key objective: “To eliminate all kind of exclusion, distinction based on sex […] and all those actions that represent a limitation for the respect of fundamental personal rights and freedom ”.

5 LEGISLATION 1.2. – Italy (The national CODE for gender equality) Main Principles: Art 2: The promotion and co-ordination of the gender equality politics. Art 3: The creation of a National commission for gender equality. Art 8: The creation of a National Committee for the realization of equality on the work place. Art 27/28: The location of the different forms of discrimination in work access, retribution and. Art 1: The prohibition of the discrimination between men and women. Art 31/34: The location of the gender discrimination standing in the working access to the public administration, the police and the army.

6 GENDER MAINSTREAMING 2.0. – Main concept According to the EU, the “mainstreaming of equality” consist in including both men and women needs into commentaries policies. The mainstreaming is complementary to all those positive actions that facilitate the women inclusion into professional training courses and into the labour market. The concrete convergence between the mainstreaming strategy and politics, represents, for a policy maker, a big deal in all the working steps (projection; elaboration; evaluation and revision). Sometimes It is very difficult to notice how, in some specific sectors the inequality between men and women is stronger than appear. Finally, to empower mainstreaming it is very important to evaluate and to consider all the different aspects related to the specific situation or case study.

7 GENDER MAINSTREAMING 2.1. – Methodology “Oltre la linea d’ombra” is a project that operates in a very special area of the so called “social exclusion” terrain. In more than one case, the beneficiary of our project are affected by a plural form of inequality and discrimination caused by the coexistence of different problems like poverty, use of alcohols and drugs, low school rate (often close analphabetism), etc… It is obvious that in this kind of situation the mainstreaming evaluation risk to be unclear, or at least difficult to realize. We have not only to manage with the large inequality between former prisoners (men end women) but also with other forms of added inequality coming out by the life conditions and the society prejudices.

8 E-LEARNING 3.0. – Main principles In our proposal, the e-learning classroom has to be oriented on flexibility. It does means that any “student” can create a proper syllabus, in accordance with its proper interests and timetable. The other important aspect of the e-learning classroom, is represented by the possibility to create an auto-updating community, by using forums and newsgroups that can help the “students” in learning process and also in overcoming the loneliness feeling. E-learning needs to be: Dynamic; Interactive; Cooperative; Adaptable to personal exigencies; ADA lesson generator For this reason we’ve chosen ADA lesson generator as e-learning platform

9 E-LEARNING 3.1. – ADA Lesson Generator ADA Lesson Generator (ALG) is a platform that permits to manage with e-learning classes by attending all the mentioned aspects. ALG is structured in modules easy to manage for any student and is based on a dynamic and stimulant approach. Students are inscribed in a 20-25 student class and they receive a password and a user name. Every lesson is complemented by videos, images, web links and attached investigations, while the students can add notes, or comments. Other interactive functions are: the mail exchange with the tutor and between students; the exercises development; the specific thematic search by using an internal search engine. In any moment students can communicate by sending a message to the forum or by the internal chat.

10 E-LEARNING 3.2. – ADA Lesson Generator ALG also permits to work both online and offline and guarantee a net didactic support with the access to shared resources. Using AGL finally means to use internet not only as virtual container of information but also as a meeting platform to share and to elaborate the common know-how. This aspect represent an added value for AGL users. An example of one e-learning class editing would be the following: Search of documents (texts, audios, videos, etc…); Creation of a new course standing by an existing previous one; Write down the requirements, the objectives and the beneficiaries; Draw the logical map by the individuation of the key modules; Attach the documents to every single module; Insert the exercises

11 BEST PRACTICIES 4.0. - Italy Law 215/92: “Positive actions for women enterprise” Main aim: To implement the creation and the development, all over the country, of women enterprises. Incentives: The State finance from 15 to 60% of the fixed capital related to a enterprise start-up or to the realization of innovative projects.

12 BEST PRACTICIES 4.1. Services in Campania An annual meeting, with seminaries and conferences on the women inclusion in labour market. “Sì”: a web platform in which is possible to find all the information and news linked to women enterprises. A web site that group all the different initiatives with a special regard to the professional training. “Equal opportunities” council web site, in which we can find useful tools in defense of gender equality.

13 BEST PRACTICIES 4.2. - ARCI ARCI Campania, according to the partners of the national D.P. “Oltre la linea d’ombra”, is designing the entire activity of social and labour former prisoners re-insertion, by a gender approach. In Italy there is a modern law system about the detention, but most of the people getting out from a prison are not able to find a job, especially because of the lack of adequate social instruments of aid, and also because of prejudices. This difficult situation is even stronger for women (especially if they have sons). Obviously a previous orientation would help both the former prisoners and the employers.

15 CONCLUSIONS To deal with social exclusion and gender discrimination is not an easy task because of some cultural heritage and, in more that one case, because of the inadequate recourses. We believe that our specific area of intervention is very important because brings inside all the mentioned problems and permit us to create a kind of social lab useful to manage different themes, by a common methodology approach. That’s why we are also contributing to the a national network centered on exclusion and detention problems, with the hope to enrich the project and to make it stonger.
