December – No Meeting 2004 January – Executive Workgroup responded to requests from Executive Commissioner Hawkins and Commissioner Sanchez to begin work on mental health system recommendations and to lead the workgroup members in taking actions that will result in improvements in health status of the Public Mental Health System.

14 February – The executive workgroup produced a draft discussion document on restructuring the financing and organization of the Texas Public Mental Health System. March – Executive workgroup held individual meetings and phone conversations with stakeholders concerning the content of the draft document. April – Full workgroup C meeting on draft document.
