5 Why North Carolina Undertook This Project l State’s vulnerability to hurricanes and flooding 4 14 federally declared disasters since 1989 4 Hurricane Floyd damages = $3.5 billion 4 4,117 uninsured/under-insured homes destroyed as result of Hurricane Floyd

6 Why North Carolina Undertook This Project (Continued) l Hurricane Floyd revealed flood hazard data and map limitations l Age of State’s FIRMs 4 55% at least 10 years old 4 75% at least 5 years old l FEMA’s mapping budget is finite 4 State receives only one updated flood study per county per year l Many counties and communities lack resources to take on this responsibility l Accurate, up-to-date flood hazard data information crucial to protect lives and property

7 State Strategies and Implementation

8 North Carolina’s Strategies l Establishment of Unprecedented Statewide floodplain mapping program l Designated Cooperating Technical State by FEMA l Partnership with (FEMA) and 16 other Federal Agencies l Develop program to collect accurate elevation data and develop flood data to produce FIRMs

9 Program Deliverables l High-resolution topographic data and accurate DEMs l Engineering basin studies l Base map data l Countywide digital FIRMs l State-of-the-art, dynamic IT infrastructure l Real-time flood forecasting and inundation mapping capability

10 Other Program Deliverables l Findings and analysis of LIDAR capabilities l Recommend standard for LIDAR accuracy l Implementing NSDI approach l Tailoring and implementing new FEMA scoping procedures l Testing telescoped post-preliminary procedures l Implementing new DFIRM standard l Developing Policy & Procedures Manual l Developing Higher Standards Guidebook for community officials

11 Direct Benefits from Program l USGS estimates b/c ratio of 3.5:1 l Current, accurate data for sound siting and design decisions l Use of updated data for floodplain management will reduce long-term flood losses l Updated data will alert at-risk property owners of the need for flood insurance l Faster, cheaper FIRM updates l More equitable flood insurance ratings through NFIP

12 Other Benefits of Program l Digital format allows for more efficient, precise flood risk determinations l Digital format will provide more timely updates for floodplain management l Digital format allows for use with GIS for analysis and planning l Digital Information System allows for online access 24 hours a day l DEMs will be useful for almost any engineering or planning applications

13 Program Approach/ Implementation l Develop Statewide: 4 Basin Plans through scoping process 4 Digital Elevation Models (DEMs) 4 Updated base maps (DOQs or better local base) 4 Updated flood data 4 Countywide DFIRMs u Digital distribution through State’s IT u Hard copy through FEMA’s MSC 4 State/local relationship for data sharing

16 Program Approach/ Implementation (Continued) l Design, develop, and implement dynamic IT infrastructure to analyze, maintain, archive, and disseminate flood maps and associated data for North Carolina Flood Mapping Program 4 Present and distribute mapping data, associated reports, and other Framework data layers to public via Internet 4 Final system design will be completed by June 2001 4 Operable system will be implemented by September 30, 2001

19 Program Funding l In August 2000, North Carolina General Assembly allocated funding for first six river basins ($23 million) l Additional State funding from Partners ($2.75 million) l FEMA has contributed $6 million, as well as in-kind professional services l North Carolina is also working with other Federal partners to secure additional funding
