NEW TORINO-LYON HIGH SPEED/CAP. LINE: TRAFFIC- FLOWS & COST ESTIMATION Taken from the official LTF/RFI preliminary design, reviewed by LEGAMBIENTE VALSUSA. Last update: nov-05
Legend: EXISTENT LINE: the current railway line betw. Torino & Lyon. H.S./C.: it’s the new High Speed/Capacity line MODHALOR: is a special train-convej, designed for trucks-containers transportation. AF: stays for “Train-highway”. TGV: stays for Train Gran Vitesse, High Speed Train CARGO: Train wich transport goods. PASS.s: Train wich tranport daily passengers (workers, students, etc.)
TODAY’S COSTS & TIME... WHAT’S ABOUT THE FUTURE? Designed speed for the H.S./C. line: 220km/h?!? (with 60% of the route designed in tunnels will not be possible) / TORINO PARIS TORINO LYON TODAY… Time: 5h30 Cost: Lenght= 287km Time: 3h30 Cost: 120 € (a/r 2 a ) FUTURE! Time: 4h17…designed Cost: Lenght= 254km Time: 1h45 Cost: ??? DIFFERENCES Time: -1h13 …maybe Cost: Time: -1h45 …may be Cost: + ???
HIGH-SPEED DEMAND TODAY, AND IN THE FUTURE… Passengers transported by H.S. train (TGV) today? Passengers transported by H.S. train (TGV) tomorrow? Demand to transport Passengers = n° convoj/train From 16/12/2003 the last Torino-Lyon only- passengers-train HAS BEEN CANCELLED for the fall of the demand.
HIGH-CAPACITY DEMAND TODAY, AND IN THE FUTURE...
FREIGHTS FORECAST TODAY: 141 CARGOS/day. NEXT 15 years: over 500 CARGOS/day?
EXPLOITATION MODELS TORINO-LYON would be the only high-speed line in UE, (220km/h) not fully dedicated to people transportation.
EXISTENT ALPIN RAILROAD PASSES (1/3) Plese note that Brennero pass, today reniewed, has the same capacity of the Frejus tunnel, still to be reniewed.
2005 ALPIN RAILROAD PASSES (2/3) RAILROADS ** ROADS in competition Moncenisio* Frejus + Monte Bianco Sempione- Loetschberg Swiss road- passes San Gottardo Swiss road- passes Brennero Brennero road pass Passengers- Int.Trains / day (Couples) 3777 Passengers- Regional Trains / day (Couples) Freights 2004, (Mil.T) 6,96,816,110,1 Freights average / year 03/94 (% trend ) +0,1 %+3%+0,8 %+2,9 % Goods 04/03 (% Delta) -11,2 %+21,4 %+12,6 %-5,6 % Road freights on competitors routes (Mil.T) 24,3%12,5%-31,5% Road-freights average / year 03/94 (% trend ) -0,5%+8,7%-+5,3% Road-freights 04/03 (% Delta) -3,6 %+7,8 %+16,7%
ALPIN RAILROAD PASSES : FINAL REPORT (3/3) The sensitive decreasing of MilTons of freights trasported via Monte Bianco & Frejus happened without a reduction of the trucks, because the efficiency of road-transportation has been reduced: - Reduction of the goods-weight. - More zero-load travels caused by the ‘just in time’ equirements. In Switzerland there is an opposite situation, where an increasing of the goods has been possible without a direct increasing of the transportation needs. This is due to: - The fiscal politics (tax on the trucks passage) that has stimulated the efficiency. - The adaptation to the weight-limits imposed by the UE.
NEW-LINE- PROJECT (ITALIAN PART) Italian national design, RFI, 47km (Settimo t.se - Borgone of Susa) - 6km Venaria tunnel - 3km bridge - 13km trenches or relief routes - 23km Musinè-Gravio tunnel International design,LTF, 72km, 28,5 in Italy (Borgone - St-J.de Maurienne) -5km Bruzolo station and junction betw. EXISTING and NEW lines -12,1km tunnel of Bussoleno -1km bridge on Cenischia torrent -10km tunnel from Venaus / France boundaries
NEW-LINE PROJECT (FRENCH PART) French national line, (up to now has not been delivered to any contractors), is 135km long. (St-J.de Maurienne - Lyon) - 20km tunnel Belledonne - 20km Chartreuse - 97km trenches or relief routes In Total: 72 km of international route, with a max. contribution of 10% from UE funds.
SUMMARY 50km of 1-way-tunnels for discenderies, inspection- galleries and the safety-infrastructures are not considered In this evaluation.
COSTS ESTIMATION: calculation bases According LTF statements, the international route completely built-in a gallery (72kms long) wouyld achieve a cost of 6,7mld.€, then the cost per km will result as: about 93mil.€/km (for tunnels) For the Torino-Novara costs, we’ve evaluated the following costs: 1,426mld.€ per 23km, will result as: about 62mil.€ /km (open air)
ESTIMATED COSTS, FINAL REPORT: FRANCE: InterNational route (tunnels), 43km at 93mil.€/km= 3,99mld. € National route (tunnels), 40km at 93mil.€/km= 3,72mld. € National route (open-air), 97km at 62mil.€/km= 6,014mld. € TOTAL 13,733mld. € (2/3) ITALY: National route, 29km (tunnels) a 93mil.€/km= 2,697mld. € National route, 18km (open air) a 62mil.€/km= 1,116mld. € InterNational route, 29km (tunnels) 93mil.€/km= 2,139mld. € TOTAL 4,952mld. € (1/3) TORINO-LYON overall costs estimated in about 18,7 mld.€
