Esittele itsesi: My name is Mika and I am here to tell you about RUE project I am a member of the steering group of this projects But I am also a Chairman in one of CIECAs permanent working group TAG Theory Advisor group And I am workin also as an Adviser in CIECA permanent byro So I am here to give you an overview about this project.

2 Why Answer for members desires
Advisory report to assist DG MOVE in drafting a legislation about the issue CIECA contribution to reach the 50% reduction target of road fatalities. Why we are doing this ? In the begining CIECA was a assosiation of Driving test athorities , but lately CIECA has widened the scope and we have more and more members working in a field of traffic education. In permanent byroo we got many proposals about different kinds of educational projects It took a awhile when we could arrange this kind of project. You know lack ofresourses.. In the begining we were talking about the fourth driving license directive that might include something about driver education But in EU many things has changed and as far as I know they are looking other new ways than directive to regulate the field of driver training and lisencing And ofcourse Like all other authorities and associations we like to put our effort to reach better road safety ….. 3 What One year project Started at 15. October 2013 Klettwitz
Three working groups Deadline is 31. October 2014 CIECA report 1. February 2015 So this is a very short and intensive project It started at october 2013 And the deadline for working grops is in the end of october 2014 Timetabele is very ambitious -But still we believe that the report will be ready in the begining of 2015 Road User Education CIECA project End: 31 October 2014

WG 1: Minimum driver competency standards A recommendation concerning minimum driver competency standards Chairman: Bernd Weiße TÜV | DEKRA Arge tp 21 WG 2: Designing the framework for a curriculum A recommendation on the framework for a curriculum Chairman Kay Schulte, (DVR) WG 3: Minimum driver instructor competency standards and accompanying persons A recommendation on minimum competency standards for driving instructors and accompanying persons (layman instruction) Chairman: Ian Holden, (DVSA) Here is the working groups their objectives and Chairmen So I will tell little bit more about each Workin group. Send out at 4th of April with request of feedback until the 16th of May They are almost ready and they have a nice report that includes almost 40 pages about driver competencies They are collecting feedback from the working group until the 16th of May They will Present the report to the steering group in the beginning of June (3rd of June) Road User Education CIECA project

Results will be something like this. Most of that is very familar for all of us. Splitting competences in to two different parts was something new to me and it is an interesting solution and it cause a lot of discussion What I mean is this --- soft and hard competences. Basic definition is that Soft competences are Connected to persons, their sosial and cultural background Hard competences Measurable, visible, analyzable Road User Education CIECA project

GDE-Matrix Minimum Driver Competence Standards WG 1 A blueprint for a curriculum They are focused on learning It is goin to be a mixture of driver competences and GDE-matrix -formulated as an curriculum It is a Clear continuum for Working group 1 I have one example about their work here. That comes from the report of WG1 Then we can see GDE matrix and all the things connected to safety margins And the result will be a blueprint of curriculum. It is still under the construction. I have not seen it yet. 13 Some thoughts Waiting for the outcomes of WG1 and WG2 .
Produce output standards which each country could then work to deliver in its own way. The minimum competence requirement for driving teachers is that they must be able to teach whatever is in the driver competence standard. They have already started their work and they are having a very intensive conversation betveen the groups. And inside the group There is not wery much to say at this moment. But here are some thougts from Ian If we are looking the last bullet. I see it wery challencing especially for those layman teachers. Is it a layman teacher´s work to teach or is their only role to make practicsing possible? (Like in Norway) Road User Education CIECA project

14 Requirements for Curriculum Driver competence Standard
Driver learning right things Requirements for intructor Form my point of view I see this project going something like this We know what driver shoud be able to do (Driver competence) That defines Curriculum And these two things Defines Recuirements for Instructor And then we know that we have Competent instructor if he/or she fullfils the requirements for instructor If He or she is teaching right things (I mean following good curriculum) We know that a learner driver might learn right things. So the results.. Teaching right things in a right way Competent instructor Road User Education CIECA project

Tools to make better driver education Tools to make better curriculums Tools to make better instructors Tools to align these three things Tools to connect these things together Tools to make traffic more safety . Might be something like a toolbox: Tools to define driver competences Tools to make better driver education Tools to make better curriculums Tools to make better instructors Tools to align these three things Tools to connect these things together Tools to make traffic more safety It depends about the country how many tools they are already using And how many tools they will take from the tool box. It is kind of a best practice thing. The report will be something like the results of these 3 working groups and I belive that it will editted to make it more like one report instead of putting three reports together.
