5 Office of Behavioral Health and Tulane University Public-Academic Liaison (PAL) Affiliation Agreement Mental Health System Improvement “An affiliation agreement to establish and maintain a Public Academic Liaison (PAL) between the Office of Mental Health (OMH) and Tulane University to work collaboratively in developing and implementing programs of research and program evaluation, human resource development and training, and/or direct services in support of OBH’s needs and priorities in the Louisiana State Comprehensive Mental Health Plan has been established and is being implemented by the Department of Psychiatry and Behavioral Sciences at Tulane University School of Medicine through the various projects/programs listed herein.”
