5 WHAT IS FLO ? FLO is a targeted ENROLMENT strategy. Enables schools to flexibly engage individual students in school/community learning. Provides individual case management to address the barriers ( personal and learning) that prevent successful engagement and retention. FLO is not a “program”

7 SCHOOL FLO COORDINATOR ROLE & ADMINISTRATION FLO & ICAN information source for whole school community Identifying eligible FLO enrolments and initiating family contact/consent to progress School referral point and connection to ICAN Program support and FLO enrolment procedures Contact for FLO community partnership liaison and agreements Oversight of FLO student EDSAS and ICAN data and reporting Oversight FLO student Flexible Learning Plan (FLP) Ensuring appropriate access to school site curriculum and co-curricular activities Ensuring allocation of relevant brokerage for all targeted support including any additional equity allocation eg ATSI, SWD Ensuring FLO student reporting schedules in line with site policy retain a maximum of 10%-15% of the student resource allocation

8 WHO IS A FLO STUDENT ? Between years Located in one of the four State ICAN areas Either currently enrolled and at risk Identified as a disengaged early school leaver A school leaver that has not successfully completed year 12 Refer to guidelines page 3

9 FLO ENROLMENT STREAMS STREAM 1 currently enrolled but identified as at significant risk of disengaging from school based learning in the following school year. STREAM 2 no current school enrolment, disengaged from learning and earning pathways. refer to Enrolment Streams Handout

10 ENROLMENT Referral begins Term 4 in the previous year Entered into EDSAS by Term 1 enrolment census date (end of Week 2) FLO Student is not to be included in the Tier 1 staffing allocation FLO Student will access Tier 2 staffing allocation

11 FLO ENROLMENT After Term 1 Census Any young person who is not enrolled in any DECS school in the Term 1 census Enter into EDSAS by end of Week 2 each term This ensures pro rata FLO funding

13 COMMUNITY PARTNERS Local community youth agencies Brokerage of engagement and learning programs in community Clear understandings and agreements with schools

14 CASE MANAGEMENT Case management, usually provided by a trained worker from a youth focussed support agency, with access to professional support and linked services in community Assessment and planning Action, coordination and monitoring and review Evaluation and transition to further education, training and/or employment

15 COMMUNITY LEARNING PROGRAMS ICAN registration through local ICAN area Management Committee will support schools with quality assurance protocols Local Registered Training Organisations (RTOs), from both government and non- government agencies

17 SOME POSSIBILITIES Ben re-engages by being supported through individual Case Management service provision and participating in his customised individual Flexible Learning Plan Through this Ben has access to: His own case worker who addresses his personal barriers available during flexible hours and school holidays as well Community based engagement programs Flexible school based curriculum Accredited community based learning programs All additional relevant school support services and facilities

21 CODING & REPORTING The school must record any student absenteeism, at school or in community based programs, in EDSAS The school must record in EDSAS when the student is off site at either a school managed or community managed program Student Origin and Status P, G & ‘-’ coding description in EDSAS

24 WHAT’S NEW FOR 2008 ? FLO Enrolment forms have been revised and streamlined – available on the webpage Duty of care and exchange of student information consents need to be signed before FLO activity begins, and as changes are made to the FLP ICAN reporting includes: No Closure Forms No individual student financial acquittals
