I/ITSEC ‘11 November-December 2011 Tiffany Dombrowski AIM/CPM Program Manager NAWCTSD Orlando

3 Focus of Presentation AIM Background & History
AIM & Navy Content Development Standards AIM Software Status

4 Authoring Instructional Materials (AIM):
Government-owned & managed system used by the Navy to design, develop, update, manage, and integrate training content Provides automated conformance to standards (NAVEDTRA 130B/131B, NAVEDTRA 136/ILE) resulting in efficient, cost-effective development & maintenance of learning content Links learning requirements to work definition based on NETC Job Duty Task Analysis (JDTA) standard per NAVEDTRA 137 Links learning content to Interactive Electronic Tech Manuals (IETMs) (S1000D & other formats) Automates identification and notification of potential learning content update requirements based on performance standard & tech data changes- “Concurrency Management” Streamlines integration of changes into previous learning content baseline with minimum impact (because built on relational database) Supports multiple output methods (paper, PDF, HTML, & SCORM conformant XML formats) AIM is a mature application & service provider supporting the development & sustainment of 250,000+ instructional hours of formal Navy training content

8 AIM & Navy Training Standards
AIM follows ISD rules of the PADDIE model AIM Toolset continues to support traditional NAVEDTRA 130B/131B policy & requirements AIM Team working closely with NETC N74 to support new policy changes: Reusable Learning Object content development rules per NAVEDTRA 136 Standard New JDTA methodology (NAVEDTRA 137) for defining work as the basis for training requirements and learning content structure AIM outputs: Printable Material (PDF) SCORM-compliant XML Files, electronic classrooms, repositories) CeTARS CMS Web service files Database export for use in other AIM systems or content authoring tools

9 NETC Policy and Supporting Tools
NAVEDTRA 130 131 136/137 Tool AIM II Traditional AIM I CPM & LO Module Analysis Approach (External) JTA PPP Tables JDTA Products Management Documents & Traditional LP/TG Targeted Learning Objects* * Fully supports ILT objects and supports self-paced objects w/ other authoring tools.

10 AIM in NETC N6/N7 ‘To Be’ Enterprise Training Management Framework

11 Notional AIM-to-Atlas PRO LMS – ILT Delivery

12 Notional AIM-to-ROCCE/LMS for Blended Learning

13 Notional AIM-to-ROCCE Interface Detail
Note: this data interface already operational with LSI and GDIT Webtrain CBT tools

14 Notional AIM-to-Assessment Engine Interface

15 MT Continuum Prototype Project
Strategic Systems Programs (SSP) re-engineering 30+ week training pipeline for TRIDENT Ballistic Submarine (SSBN) Missile Techs (MTs) into blended just-enough/just-in-time ILE-conformant Instructor Led (ILT) and self-paced segments AIM CPM and LO Module toolsets part of SSP’s baseline business process for this re-engineering First major end-to-end design, development, and maintenance project that’s validating and extending CPM/LO Module business rules and data exchange mechanisms MT Continuum team: SSP / contractors - Requirements Owners – blended learning design/ILT development NAWCTSD / AIM team - CPM/LO Module support LSI, Inc. - ISD and self-paced content design/development s

16 Tasked and Funded Modifications

17 AIM I/II Rel 6.0 – May 2012 Course Master Schedule re-engineering
Atlas Pro LMS interface Portion marking Modification TPP in AIM II Other AIM Change Requests (ACRs)

18 CPM/LO Module Rel 6.0 – Sep 2012 Center-based data element filtering
Copy nested DPs/RIAs from traditional AIM I/II CTTL output from CPM Import CTTL items/other JTA data as basis for new JDTA CPM ‘gatekeeper’ functions Assessment Engine interface ROCCE interface Linking to ‘existing interventions’ tab

19 Web-based LO Module – Apr 2013
Integrated into CPM Gradual phasing out of desktop client LO Module integrated into AIM I/II Central Site instances

20 AIM Summary History of AIM One GOTS toolset supporting:
Consistent success in past, updated over time, now extending to blended learning Leveraging historical ROI and TOC reduction One GOTS toolset supporting: Traditional content development/maintenance NAVEDTRA 130B/131B Migration of traditional to new content standards NAVEDTRA 136/137 New development/support of blended learning ILT & self-paced

21 AIM Summary (contd) Fills gaps in current Navy Training Environment:
ILT toolset supporting emerging NAVEDTRA 136 standard JDTA links to learning content Future linkage between JDTA & Navy OCCSTDs Integrated JDTA-based design, development, and maintenance of both ILT and self-paced learning content Automated surveillance capability to drive down significant total ownership cost of learning content AIM toolset is filling those gaps as demonstrated by MT Continuum prototype project and NETC ETMF 21
