Introducing Indonesia and dynamic of local government
Indonesia: from authoritarian to democracy the way to get the benefit of globalization Reformation movement 1998 ended Suharto authoritarian regime, seeds of democracy spring spread out everywhere. Local Government policy is changed from centralizated to be more decentralized. Local Government (Province, Regency and Municipal) is allowed to manage their local affair in accordance with local interest and vision. Recently Indonesia has local self government include 33 provinces, more than 400 regencies and 35 municipals. The uniqueness of local endowment factor and strategic location of several local self government is utilized as a platform in facing globalization. Many local government have made some regional economic cooperation and also some breakthrough and innovation to get the benefit of globalization.
How is Gorontalo facing domestic and external setting?
School of Commodity inspiring development of Gorontalo Maize Economy Commodity exchange and distribution of goods is a foundation economic activity that accelerate development of region (Marshal, 1927; Shaw 1912; Smith 1904). Commodity exchange and circulation have important role as trigger and region economic engine (Copeland 1920). Limited intervention of government to facilitate the exchange of goods through marketing institutions (Cherington 1920; Weld 1917) is needed to boost region economic activitiy.
Maize Economy Gorontalo: A Policy Choice Gorontalo does not have much abundant resources, therefore it must focus on three programs of development, i.e: human resources, agriculture, and fisheries. Three programs of which become an economic engine to Gorontalo. Land potency: Dry land: 383.769 hectare utilized 167.912,06 hectare. Wet land (rice field) 27.594 hectare utilized 22.864 hectare Opportunity for Maize cultivation: -Dry land 215.856,4 Ha -Wet land 4.730 Ha Congruence with National Policy for revitalization of Agriculture to cope food shortage and to build food resilience
Policy of 9 pillar to build maize economy 1.Fund guarantee availability for farmer 2.Availability of tools and agricultural machinery 3.Availability of superior seeds, fertilizer and pest control. 4.Give market channeling and guarantee floor price. 5.Availability of irrigation and access road to connect agriculture field toward market 6.Demonstration pilot / Show Window agriculture activities in each regency and agriculture command control post. 7.Up grading Agricultural human resources 8.Increasing effectiveness role of Maize Center 9.Planning and Coordinating
