1 Data Sharing to Support Enrollment and Improve Educational Outcomes of Youth in Foster Care Wayne Trigg – Education and Systems Consultant New York City Department of Education

2 Evolution of the Data Exchange process ACS and NYC DOE Collaboration began after a series of high profile tragedies. In NY, both ACS and DOE report to the Mayor. February 1997 the DOE and ACS negotiated an MOU that initiated the process of sharing child specific information that would support the goals of each agency. December 2001 the MOU was updated and expanded to include the inter agency exchange on a semester basis of the relevant educational information for all school aged (New York citywide) matched Foster Care children. February 2008 the MOU was modified (Project School Success) allowing ACS Foster Care agencies online access to the ATS system if certain requirements and standards were met. ACS and the DOE exchanged data four times during the school year. Foster Care Agencies chose to participate in a pilot project with more frequent data exchanges.

3 Initial Barriers to Collaboration Issues regarding confidentiality of student and parent information; System compatibility issues between agencies; Developing and agreeing on the criteria used to identify and match student/client information between the systems; Establishing information exchange protocols across the participating agencies; Providing the technical means to access the information; Fostering a culture of common cause and addressing “turf” issues.

5 Automate The Schools Data System The following illustrates the “Real Time” individual student ATS data (Automate The Schools Data System) that the New York City Administration for Children’s Services staff and the contracted ACS Foster Care agencies have access to at their remote locations. Each staff member is provided a unique ATS user ID and password to login.
