Modular Urban Transport Safety and Security Analysis 1 SiT - Safety in Transportation 2012

2 MODSafe Motivation The European Urban Guided Transport sector is characterized by a highly diversified landscape of  safety requirements / models  architectures and systems  roles and responsibilities  safety life cycles  safety acceptance, approval and certification schemes MODSafe SiT - Safety in Transportation 2012

3 Project Objective European harmonization by  development of a safety analysis and model reference for future Urban Guided Transport projects  development of a reference safety & security life cycle for future projects  unification of acceptance, approval and certification procedures  yield cross acceptance throughout Europe MODSafe SiT - Safety in Transportation 2012

MODSafe Partners  Associations  Industry  R&D Organisations  Operators  Consultants  Third Party Organisation  funded by the European Commission 4 MODSafe SiT - Safety in Transportation 2012

5 MODSafe MODSafe has been structured related to the key aspects: Safety (hazard and risk analysis, hazard mitigation measures / safety functions, allocation of safety requirements, function and object model) Processes (life cycle and approval, acceptance and certification) Security (guiding principles, means and measures) SiT - Safety in Transportation 2012

6 MODSafe Survey and analyses result in proposals for the future SiT - Safety in Transportation 2012

7 MODSafe SiT - Safety in Transportation 2012

8 MODSafe Survey, Comparison and Suggestion on Safety  Basic Safety Model SiT - Safety in Transportation 2012

9 MODSafe Survey, Comparison and Suggestion on Safety  preparation of a list of generic hazards  complementation by associated risk analysis  specify hazard control / mitigation measures SiT - Safety in Transportation 2012

10 MODSafe Survey, Comparison and Suggestion on Safety  allocate safety requirements to safety measures  develop function model / object model  allocate safety functions to objects SiT - Safety in Transportation 2012 Hazards Functions Objects GoA 1a … GoA 4

11 MODSafe Survey, Comparison and Suggestion on Processes  legal basis is generally given with acts, royal decisions, decrees or regulations  typical legislation pyramid SiT - Safety in Transportation 2012

12 MODSafe Survey, Comparison and Suggestion on Processes  life cycle proposal based on proven standard  considers interfaces, roles and responsibilities SiT - Safety in Transportation 2012

13 MODSafe Survey, Comparison and Suggestion on Processes  proposal of a generic acceptance & approval process  based on identified elementary activity modules  considers interfaces, roles and responsibilities  guideline for specific adaption SiT - Safety in Transportation 2012

14 MODSafe Survey, Comparison and Suggestion on Security  survey shows limited standardisation in the security sector at European level  evaluation of existing laws and requirements, techniques, measures and tools for prevention  development of guiding principles for security and emergency prevention and management in terms of proposals and recommendations towards potential future harmonisation and standardization in the security section SiT - Safety in Transportation 2012

15 MODSafe Survey, Comparison and Suggestion on Security  analysis of hazards / threats related to security aspects, scenarios and critical infrastructure and classification of risks  determination of possible means to mitigate risks  analysis of existing means revealed some needs, used as the base for proposals to mitigate risks and threats  proposals and recommendations for means and measures towards potential future harmonisation and standardization in the security section SiT - Safety in Transportation 2012

16 MODSafe MODSafe provides reasonable suggestions for the future, aiming to contribute to the European drive to harmonize and to simplify the modernization or new construction of urban guided transport systems. The application of the MODSafe outcomes shall be straight forward, in order to reduce the efforts and manpower needs, even for a first certification. These activities help to create common safety and security methods, in order to reduce barriers within the European Union. As a result, competition and common/equal safety standards may be enabled. SiT - Safety in Transportation 2012

17 MODSafe Cross-Acceptance is one of the key attempts to the benefit of all parties involved, be it the manufacturers and suppliers, the operators or the safety authorities. The MODSafe results may influence the potential future standardisation for Urban Guided Transport. The principle suitability of the methods and results presented can be considered proven through application in more and more projects. The MODSafe project has been successfully finished in August 2012 Results are published at SiT - Safety in Transportation 2012
