America ExampleATIS Standards Role* Citizen-to-AuthorityE911, Non-Voice Emergency Services (NOVES) E911 for wireless, VoIP, NGN, NG911 in ESIF, PTSC, WTSC, NGIIF, INC, PRQC; NOVES in WTSC Authority-to-CitizenEmergency Alert System (EAS); Commercial Mobile Alert System (CMAS); Emergency Notification System (ENS) EAS for IPTV in IIF; CMAS and ENS for wireless in WTSC, NGIIF; ENS for wireline voice in NGIIF, PTSC Authority-to- Authority ETS** (Priority Services in support of National Security & Emergency Preparedness); Public Safety 700 MHz ETS in PTSC, PRQC, WTSC, NGIIF and TMOC See Supplementary Slides (11-14) for details regarding these ATIS committees **Note ETS is also referred as NGN GETS

GSC16-PLEN-65 Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All Highlights (2) ATIS created an Interim Non-Voice Emergency Services (INES) Incubator to identify interim solution(s) for text-based wireless communications to existing services as an alternative to the text telephone system (TTY) while Next Generation (NG9-1-1) solutions are under development. –First meeting in April 2011 –Target to complete its work by the end of 2011 –Work is being closely monitored by the FCC –See ATIS ICT Accessibility presentation for additional information 3

GSC16-PLEN-65 Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All Highlights (3) Completed multiple Commercial Mobile Alert System (CMAS) and Cell Broadcast deliverables –Working to align with 3GPP deliverables –Currently developing implementation guidelines for the incorporation of the Spanish language –Target launch date of April 2012 Supporting public safety mission critical voice requirements for the 700 MHz broadband networks via modifications to existing and development of new 3GPP and ATIS standards Developing supplement to NENA’s i3 standard to support interface from IMS-originating networks to NENA’s emergency services networks 4

GSC16-PLEN-65 Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All Highlights (4) ATIS is a member of the FCC’s third Communications Security, Reliability and Interoperability Council (CSRIC)(CSRIC) –Provides recommendations and critical input to the FCC to ensure optimal security and reliability of communications systems, including telecommunications, media, and public safety –Multiple Working Groups (WGs) established to address a wide array of topics E9-1-1 Location Prioritization Security Etc. –ATIS has representation in CSRIC WGs, as many align with existing ATIS work plans and deliverables ATIS is a member of the FCC’s Emergency Access Advisory Committee (EAAC)EAAC –Makes recommendations to the FCC regarding policies and practices for the purpose of achieving equal access to emergency services by individuals with disabilities, as a part of the migration to a national Internet protocol-enabled emergency network, also known as NG911 5

GSC16-PLEN-65 Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All Strategic Direction Work in response to regulatory mandates and statutory changes Work proactively with DHS/NCS to define Industry Requirements and Standards in support of ETS Work proactively to support Public Safety needs –Public Safety Endorsement of LTE for 700MHz broadband Provide guidance to the FCC on its NG9-1-1 and MMES to NG9-1-1 rulemaking efforts. Focus on regional needs (North America) and in coordination with global directions Coordinate/collaborate with other organizations where appropriate (e.g., 3GPP, TIA, ITU, IETF, NENA, etc.) 6

GSC16-PLEN-65 Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All Challenges Working at the nexus where law, regulation, technology, social trends, and standards come together Delivering standards to satisfy aggressive regulatory mandate target dates such that reliable implementations can be deployed (per target dates) Regarding E9-1-1, the NG9-1-1 standards can get far ahead of deployments given that there are 6,000+ PSAPs in the United States and there are generally different deployment timeframes –Messaging to NG911 is receiving significant interest Regarding MMES, anticipate the requirements of both users with special needs and the general public, develop a reliable solution that does not have the limitations of SMS, and define the interface to the PSAPs Regarding ETS, providing priority routing/processing for NGN Services, including data services (e.g., messaging, , etc.), enhanced authentication, authentication assurance, security and Identity Management 7

GSC16-PLEN-65 Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All Next Steps/Actions Continue to proactively support Public Safety stakeholder needs Continue supporting DHS/NCS ETS service requirements Continue with cross-organizational coordination and collaboration Participate in Government Advisory Committees Collaborate with DHS/FEMA on future updates and releases related to CMAS 8
