5 Why you should apply for the OFFSET CYCLE? YOU ARE: ready to proceed YOUR TASK: is identified in your local Solid and/or Hazardous Waste Management Plan WHO IS ELIGIBLE: to apply for the Offset Cycle Grant? A local government planning authority or local health jurisdiction may apply directly. A city may be a direct recipient if it is a signatory to the local solid or hazardous waste management plan and has coordinated with the local planning authority.

6 Winning Projects All eligible projects will be considered No preference given Big or small New, or tried and true

7 What makes up a winning project ? Score criteria: Task encourages waste prevention and recycling. Task promotes environmental compliance.

8 Criteria continued Task promotes the best management practice to deal with solid waste. Goal is stated and it is clear on how they plan to achieve their goal.

9 Criteria continued (3) Task has the potential to benefit the entire state, a region. Budget seems reasonable to complete the deliverables and projected outcomes.

10 Criteria (final) Cost/benefit is worth the funds requested. It is reasonable to expect that the task will be completed on time.

11 Offset Process Who will score? How will tasks be prioritized for funding? When will the applicant be notified?

13 Important Offset Cycle Dates  January 15, 2014 Application Period Opens  March 14, 2014 Application Period Closes  March 17 – May 30, 2014 Ecology review applications  June 1, 2014 Ecology notifies applicants  June 2 – June 30, 2014 Grant agreements offered.  July 1, 2014 Offset Cycle starts  June 30, 2015 Grant Cycle expires

14 How to Start? Contact your county planning authority  See Chapter 3 Application coordination requirements.  Contact your grant manager to discuss task (project) ideas.  Download the application form from

15 How do I apply? The application period opens January 15, 2014 for Offset Cycle grants. An electronic copy of your application must be received by Ecology no later than 5:00 pm on March 14, 2014. Ecology requires a hard copy of the signature page only, with an original signature in blue ink.
