Mr. Bobby, IMWE-HOD, (254) July 2011 Fort Hood L ON W ORKS ® UMCS / Metering Implementation PRESENTED BY Bobby Lynn & Dick Strohl Fort Hood,Texas DPW

Mr. Bobby, IMWE-HOD, (254) July 2011 Mr. Bobby, IMWE-HOD, (254) FORT HOOD UMCS PURPOSE Provide a general overview of the Fort Hood’s Utility Monitoring and Control System (UMCS) and Metering System TOPICS Fort Hood UMCS History System Configuration Facility Performance Indexing (Continuous Commissioning) Use of Meter Data Mock Billing Reimbursable customers Next Step Summary

Mr. Bobby, IMWE-HOD, (254) July 2011 Fort Hood UMCS / DDC Army’s First Base-Wide Facility Control System Using Flat LonWorks Open Controls Technology In Cooperation with: Headquarters U.S. Army Corps of Engineers (HQUSACE) COE Engineer Research Development Center CERL COE Huntsville Mandatory Center of Expertise for UMCS COE Fort Worth District Mechanical Design Branch Johnson Controls Inc, Circon, Echelon, Loytec, Honeywell, TAC, Trane, Voyant, Invensys, Gesytec, Distech, Continental Control Systems, Capelon, ABB, others

Mr. Bobby, IMWE-HOD, (254) July 2011 Mr. Bobby, IMWE-HOD, (254) Fort Hood Open Systems History: 2001: Begin collaboration with CERL, HNC, SWF, and vendors on open system technologies Led to whiter paper decision to develop LonWorks specification UFGS (UMCS), and UFGS (DDC) 2003: ESPC Delivery Order #1 DDC in 36 Buildings Non-flat, less than fully open LONWORKS ® Accessible via PC over LAN Eliminated the need for laptops and software 2006: ESPC Delivery Order #2 DDC in 55 Buildings JCI provided a PC solution to replace Network Application Engines (NAEs), Flat/Open LONWORKS Workstations and printers delivered to Maintenance Shops Local Display Panels (LDPs) were included for local access to DDC 2009 ESPC Delivery Order #3 Commission and integrate an additional 54 facilities Includes Facility Performance Indexing (Continuous Commissioning) for a chilled water thermal storage plant and 17 satellite facilities

Mr. Bobby, IMWE-HOD, (254) July 2011 Fort Hood BAS

Mr. Bobby, IMWE-HOD, (254) July 2011 JCI Facility Performance Indexing (JCFPI) Continuous Commissioning is becoming the standard for optimizing and sustaining performance of mechanical/electrical systems Definition of a Performance Index: A number derived from a formula, used to characterize a set of data “You can’t manage if you don’t measure”

Mr. Bobby, IMWE-HOD, (254) July 2011

Mr. Bobby, IMWE-HOD, (254) July 2011 Mr. Bobby, IMWE-HOD, (254) Why is the VAV zone temp Red? Setpoint is not being achieved.

Mr. Bobby, IMWE-HOD, (254) July 2011 Mr. Bobby, IMWE-HOD, (254) FORT HOOD METERING SYSTEM Utilities Monitoring and Control System (UMCS) Metasys (software) by Johnson Controls, Inc. Based on LonWorks (open communication system) Using Run-Time Management Flat Architect (communication peer-peer) Point mapping: Current 29,161 points are mapped. Metering System Meters Online Electric: 125 Gas: 15 Meter: Wattnode (by CCS) Variables (42 available) - RMS Power - Watts (ph) - Voltage (ph) - Reactive Power - VARs (ph) - Current (ph) - Power Factor (ph) - Reactive Energy (sum) - RMS Energy – WH, kWh (ph) - Net Energy (ph) - RMS Voltage (Phase A, B, C) - Demand (int, pk) - Reactive Energy - VAR-hours (ph) - AC Frequency

Mr. Bobby, IMWE-HOD, (254) July 2011 Mr. Bobby, IMWE-HOD, (254) SYSTEM CONFIGURATION Authorized Users UMCS SERVER Lon Router / Lon Devices FORT HOOD LAN / / Wireless xtr / Lon Devices RF Wireless / / 1. Two methods of transmission 2. NEC recently approved RF (Wireless) 3. Data stored on Servers 4. Assessable by authorized users NEW TRANSMISSION METHOD Lon Router / Wireless xtr

Mr. Bobby, IMWE-HOD, (254) July 2011 Mr. Bobby, IMWE-HOD, (254) BILLING Used at Ft Hood to modify behavior and collect reimbursement from non-ASIP organizations. Reimbursable Customers Billed with UBS for actual usage Reimbursements made thru DFAS Mock Billing Increases awareness Fosters competition Provided to O-6 level commanders by Garrison Cdr monthly Family Housing Residents billed by RCI partner Refund/charge based on individual unit baseline

Mr. Bobby, IMWE-HOD, (254) July 2011 Mr. Bobby, IMWE-HOD, (254) NEXT STEP Install electric meters down to 10,000 SF facilities Continue with installation of gas and water meters Continue to add buildings to the UMCS Expand “Mock” billing No Measuring – No Management

Mr. Bobby, IMWE-HOD, (254) July 2011 Mr. Bobby, IMWE-HOD, (254) SUMMARY Open systems planning is necessary to get the desired results. The system must be properly specified, designed, and managed. Securing NEC approval is lengthy – need Army policy Investment funding Recruiting qualified energy employees, including techs to maintain advanced meters and UMCS Identify how systems are turned over to the installation Fully tested and commissioned To a highly trained staff

Mr. Bobby, IMWE-HOD, (254) July 2011 Mr. Bobby, IMWE-HOD, (254) Questions?
