What are key performance indicators of medicines benefits from different stakeholders’ perspectives? Patients – Client satisfaction with actual care (survey) Providers – % Compliance of claims with STGs/ protocol – % patients with intended outcomes Suppliers Scheme/payer – % of (insured) population actually receiving medicines cover – % population with certain disease who get their medicines funded by scheme – % allocation of funds by therapeutic categories – % of budget compared to spending – Relevance of the package vs disease burden – % of non-adherence reported – % fraud reported – Value for money put in benefit package

How can indicators be created using existing data in countries and systems? Value for money put in benefit package: – e.g.HIV outcome measure/money spent – # Transmissions averted – # years of life saved (life expectancy) – Quality of life – Reduction in population viral load – # of HIV related hospitalisation – Mortality 2 nd specific CD and NCD – Avoiding complication – # new infections per year Morale obligation for HIV, still looking for value for money?
