The importance of applying all the categories Josep M. Mallarach Ministry for the Environment & Housing Catalonia, Spain

CATEGORY V WORKSHOP, September 2006 3 days of discussions + 1,5 day of field trip Cap de Creus Nature Park (V + Ia + IV) Els Aiguamolls de lEmpordà Nature Park (V + IV + Ia) Les Gavarres protected area (V) Zona Volcànica de la Garrotxa Nature Park (V)

Enztia CCA, C V + VI Pas cover about 3,6 % of the globe surface (an area greater than C II + III ) C V alone covers a larger surface than C Ia + Ib + III

Alt Pirineu Natural Park In the European continent c V includes about two third of PAs In the Mediterranean basin, c V can reach 80% of PAs In Spain: C V account for about 70% af all Pas systems

LES PARCS NATURELS REGIONAUX 3706 municipalities 3 millions people 13% of France 7 000 000 ha Mosaic of ecosystems National and international Challenges Category V Wild + agrobiodiversity

Sierra de Aracena and Picos de Aroche Natural Park Human management is required to preserve certain habitats in certain regions, including habitats for wild biodiversity and many endangered or threatened species

Many Category V Pas are as effective as the other categories in protecting natural heritage values, including biodiversity. Delte de l Ebre Natural Park

Aiguamolls de l Empord à natural Park Throwing out C V & VI risks removing legitimate PAs, alienating large constituencies, and weakening national & international legal/policy/financial backing and attention to some of the most important biodiverse areas on Earth.

Sierra de Aracena and Picos de Aroche Natural Park In many countries agrodiversity is under much serious threat than wild biodiversity. Many C V PAs are intended to conserve both -or are intended for one but also effectively helping achieve the other. This is a worthy objective, provided it is not clashing with the goal of wild biodiversity conservation.

Montserrat Natural Park Category V PAs often include significant cultural & spiritual values, present and past

Demonstrating that PAs are also vehicles for poverty reduction and sensitive development, while ensuring that the biodiversity conservation values are not compromised, appears to be a crucially important way forward.

3 important Mayan groups 94% of the local population A more inclusive system of PA categories seems the only way that in many countries PAs would be politically acceptable in todays context. Exclusionary policies and practices of PA management have alienated and dispossessed millions of people in all continents. PAs in many developing countries are seen with widespread hostility and declining political support

Category V has proven to be popular for many reasons, including the desire of local peoples to have their traditional practices recognized, for spiritual, cultural, ecological, political, scenic or historical preservation purposes

Avoiding misuse & ensuring that a genuinely motivated spread of all feasible categories, including Categories V and V should be encouraged Somiedo Natural Park

The objectives of most protected areas systems are wider than protecting wild diversity: - geodiversity, - natural resources, - ecosystem services, - spiritual & cultural values associated to nature. All these other goals can be at the same level than nature conservation, but in case of conflict, nature conservation has to be the priority.

C V & VI should not be seen as opposing C I-IV, but as complementary. Even if C I-IV only include a limited proportion of a PAs system, they perform valuable functions and have significant intrinsic value.
