The Organisation As A System An information management framework The Performance Organiser Information Delivery Planning

Planning is about make the most efficient and effective use of resources and time. A typical approach to planning is to take a deliverable based view. A deliverable based view lends itself to the use of two primary charting techniques PERT and Gantt diagrams

Information Delivery Planning In situations where there a set of deliverables, with their own plans, it is often the case that dependencies will develop. The effect is to introduce the concept of programme management as the need to co- ordinate activities grows While programme planning can be done using standard project planning methods, there is a case for a simpler overview method that provides a framework in which diverse plans can be linked

Campaign Planning – Looks at the planning process at a higher level of abstraction from PERT and Gantt methods – The aim is to group like for like activities across a programme – The effect is to provide the means for decision takers with the means to see how progress is being made from the perspective of overall capability improvement Information Delivery Planning

Concepts – There must be a desirable end state or Vision. The end state is where the organisation wants to go articulated in a single paragraph (if you like, a single, global objective) – The achievement of the desirable end state should be broken down into Lines of Development or Activity Strands – Lines of Development will converge to the desirable end state – Along Lines of Development will be decisive points at which the direction of Activity Strands may change and therefore shorter term mission and objectives may change. Information Delivery Planning

Concepts – Lines of development will cross organisation boundaries – Dependencies will exist and should be indicated – From a campaign plan, information architects can derive an information delivery plan based on the need to prove capability enhancement. – For the information architect, the campaign plan draws together diverse information needs like risk analysis and performance reporting Information Delivery Planning

Integrate all IT Systems by 2016 The Vision; Simple, as an order, stated as An objective. The long term organisation aim or purpose Information Delivery Planning

Integrate all IT Systems by 2016 Procurement Development Data Integration Networking Now2016 Time constrained Decompose the mission/vision into activity blocks. The blocks are the strands or the lines of development of the programme or project. Quality Information Delivery Planning

Integrate all IT Systems by 2016 Procurement Development Data Integration Networking Now2016 Time constrained Quality Lines of development converge on the end state. They must do so by the date and time set in the vision/mission Information Delivery Planning

Integrate all IT Systems by 2016 Procurement Development Data Integration Networking Now2016 Time constrained Quality Along the time line, shorter term objective based mission statements the aim of which is to support the longer term mission can be articulated. Information Delivery Planning Mission

Integrate all IT Systems by 2016 Procurement Development Data Integration Networking Now2016 Time constrained Quality The next step is to introduce decisive or decision points along each strand. Not necessarily milestones, decisive points are Go/No Go or change direction triggers Information Delivery Planning Mission

Integrate all IT Systems by 2016 Procurement Development Data Integration Networking Now2016 Time constrained Quality Points of convergence are typically decisive as activity strands meet and combine. For example, at convergence points the resources required to proceed must be wholly formed and prepared Information Delivery Planning Mission

Integrate all IT Systems by 2016 Procurement Development Data Integration Networking Now2016 Time constrained Quality Additional Decisive Points along strands may be identified (for example project plan milestones) cc c ccc ccc cccc Information Delivery Planning Mission

Integrate all IT Systems by 2016 Procurement Development Data Integration Networking Now2016 Time constrained Quality The number of decisive points will vary and may be determined by mission based objectives. cc c ccc ccc cccc Information Delivery Planning Mission

Campaign Planning – Augments and supports traditional project planning – Forms part of a thread based program plan – Provides the means to co-ordinate like for like planning activities on the basis of operating concepts as opposed to deliverables – For information delivery and architecture purposes, a campaign plan provides a tool by which information requirements with the aim of supporting mission and vision, can be identified.
