18 The CoMO.3 strategic orientations Need-driven approach: survey conducted to assess the main capacity building needs of the CoMmunity – to adapt the services offered according to the needs / expectations expressed. Country-based approach: country strategies drafted during the Inception phase – to embed the Covenant better in ongoing national and regional processes, and engage stronger with regional/local experts or national Covenant Clubs as needed.
19 The CoMO.3 strategic orientations More participative / multi-stakeholders approach: new groups targeted by CoMO, such as: academic community; citizens; LAREAs; independent experts (gathered in an “expert advisory group”); associated partners - to leverage on multi-stakeholder cooperation, collect and spread their knowledge / good practices, and support its dissemination through the CoM channels Synergies with related initiatives reinforced (Smart Cities, Horizon2020, Mayors Adapt, etc.)
