1 Lake County Employment Services Welfare-to-Work Process Flow Self-Initiated ProgramIf, prior to their appraisal, a participant isalready enrolled in college or vocationaltraining courses that will lead toemployment, they may be approved toParticipate in a Self-Initiated Program.If the SIP does not meet 32 hoursper week participation, they mustcontinue with the WTW process tosecure additional participation hours.Application and ApprovalApplicant is granted CalWORKs.Supportive ServicesThroughout the WTW process, theWTW participant is entitled to child care,transportation, learning disabilityscreening, and ancillary expensesdetermined necessary for participationin assigned activities.OrientationParticipant learns about WTW.AppraisalParticipant meets with caseworker toreview education and employmenthistory.Unsubsidized Employment SecuredParticipant may:opt out of assessment and only receivesupportive services if they have notyet been assessed, employmentmeets required participation hours,and income is not over limit; otherwisecontinue with WTW process if incomeis not over limit; otherwiseleave CalWORKs and be eligible toget post-CalWORKs servicesNot Required to ParticipateExemption is verified/granted duringAppraisal. If not exempt, participantmust continue with the WTW process.Exemptions include:Under 16 years of ageFull-time student between yearsPregnant women with doctor’s notePersons age 60 or olderDisabled personsAided non-parent relative caring for adependent/ward of the court, a childreceiving Kin-GAP, or a child at risk ofplacement in foster careCaring for an ill household memberVISTA volunteerCaring for a young child:First child under 12 monthsSubsequent under 6 monthsAny child 12 to 23 months2 children under 6 yearsGood cause many also be granted forvarious verified and substantiallycompelling reasons to temporarilyexcuse participation. Good cause mustbe review at least every 3 months.Job Search/Job ReadinessParticipant receives employmentservices to help search for and obtaina job. Participant with identifiedemployment barriers is moved directlyinto assessment and participation inother WTW components.Mental Health / Substance Abuse /Domestic Violence Assessment /ServicesIf identified as a potential barrier,these assessments are conducted.If needed, these services are allowablework activities.AssessmentIn-depth assessment identifiesemployment barriers for participantsthat do not find employment throughJob Search.Welfare-to-Work PlanA plan is developed with activitiesparticipant must complete to meetweekly hour requirements. Participantis expected to completed activities thatcan includes, but are not limited to:EmploymentWork experienceCommunity ServiceVocational educationJob skills training or education directlyrelated to employmentSelf-employmentOn-the-job trainingPost-CalWORKs ServicesAfter leaving CalWORKs, formerrecipients may receive:Medi-Cal up to 2 yearsChild care up to 2 yearsTransitional CalFresh for 5 monthsIf employed within 12 months ofdiscontinuance, up to 12 months ofcase management, supportive services,and mental health/substance abuse/domestic violence services to supportjob retention, job advancement, andwork-related challenges.Non-ComplianceAt any point in the WTW process, if theparticipant fails or refuses without goodto:Sign a WTW PlanParticipant in an assigned activityShow satisfactory progress is beingmade in assigned activityAccept or retain employmentRe-AssessmentIf participant does not secureunsubsidized employment by the timethe initial WTW Plan is completed, areassessment is conducted to determinethe next appropriate activities anddevelop a new WTW plan.48-Month Time Limit ReachedThe parent(s) have reached their 48-month lifetime limit on aid and mayreceive Safety Net grant for any eligiblechild until the child reaches age 18, ifotherwise eligible.SanctionFamily grant is reduced foradult(s) leaving a child-only grant.G:\Policy and Procedures Manual\Employment Services\Training Documents\WTW Summary\ES Flow.ppt Reference: MPP §
