Stage 1 Submission of letters for sub regional grouping (26 September 2008) Confirmation of Greater Merseyside as a sub regional grouping ( early December)
Stage 2 Evidence of political sign up, governance Clear lines of accountability Links to other local and sub regional priorities Links to inc Diploma delivery Evidence of resources and staffing capacity inc planning transition with LSC
Second Stage Plan How do we intend to develop commissioning? Support from key stakeholders, RDA, sector skills councils, WBL providers, colleges and schools Joint planning with LSC of managing the transition Staffing issues
Models Local Authorities undertake strategic commissioning collectively with shared services to manage Further Education (FE) and all provision on behalf of the sub-regional grouping; Local Authorities undertake strategic commissioning and collectively agree for a lead local authority to manage FE provision on behalf of the sub-region grouping; Local Authorities come together to share plans but each local authority procures provision from providers within their own boundaries.
