2 Health and safety Workers want to leave work as healthy as they started it Workers want the people they work for to protect and respect them Workers want unions and the law to be their safety net

3 Other stakeholders Workers’ families want their loved ones protected Consumers want to control the risks their consumption entails The public wants to go about their business unmolested Employers and the Government want to minimise their loss (economic and individual) Society wants to live in a civilised environment governed by fair and proportionate laws

4 Complications Victims –the sufferer wants compensation, absolution and “nevermore” –the victim’s loved ones want an explanation, accountability, and revenge “Defendants” –most health and safety accidents are caused by negligence: sins of omission, not commission –most employers are corporate bodies and responsibility and accountability is diffuse

5 Principles of accountability Prevention comes first, deterrence second Responsibility for health and safety at work cannot be devolved We need to balance principles with effectiveness –from “pour encourager les autres” to “don’t forget your toothbrush” –juries abolished the death penalty
