Title IC Migrant Program Request As there are many areas in Oregon that may have a Title III program, but not a Title IC program, my request is if your area has new students moving in that may be migrant, please contact your local program coordinator. Title IC Migrant Program Request The basic definition of the requirements for qualifying for the migrant program is the student or their families must work in agriculture or fishing and moved across district lines within the last three years.
