24 What are the three lessons you have learnt in the last two years about running an ECO Stars scheme? 1.Knowledge and experience at transport oriented companies is very high 2.Fleet composition and equipments depend on a) own free investment resources (all) and b) state incentives (for public sector services oriented companies) c) and preparedness to ask for incentives (organizationally and financially: co-financing resources) 3. 30 1 – Participation in the Sustainable Energy Week. Award event in June 2013  On June 26 a new award ceremony took place in Santander under the activities organized for the Sustainable Energy Week  The ceremony was presided by the Regional Director of Transport and the Director of Economy and Foreign affairs.  Five new members received the certificates (Autocares Donato S.L., ABC Logistics & Ecocargo S.L.U., Arcodan S.L., Reinotrans S.C. and MAVI Muñoz S.L.) 32 2 – Re-evaluation starts in july 2013 – Transport companies show “star rise” companies (out of 36 that joined Ecostars in 2012) have been alredy re-audited. - 5 have followed the recommendations included in the roadmap provided by the auditor. 38 Have you started to implement your WP6 evaluation plan yet? What have you already done, what will you be doing and when? Yes. Some indicators proposed in the local evaluation plan have been recorded (recruited fleets, star rating, evolution, number of members, etc). Nevertheless it has been detected that some indicators are not easily achievable given the constant information received from partners and the different assessment time- scales. Regarding to member feed-back, as information is being continuously demanded and it is not easy to find a balance in order not to get the members bored or annoyed, it has been decided to submit a final questionnaire asking for a global opinion about the project. 39 What are the three lessons you have learnt in the last two years about running an ECO Stars scheme?  The road transport sector is longing for tools which can certify its commitment with the environment and the energy efficiency. The need of showing a “clean image” is important for road transport operators.  Ecostars has been a interesting initiative in terms of collaboration and information/knowledge exchange between the Local Administration and the transport sector. Coordination with similar national schemes is an important issue.  Adaptation and technical development are key factors to survive in a recession period like the current one. Energy efficiency is closely linked to these aforementioned factors. Sharing experiences 12 October

40 What would you do differently now? -Marketing campaign should have been more intensive in terms of promotion of the Ecostars brand. -Certification and evaluation standards evolution should have been better defined from the beginning (and explained to the members) -Certification material (stickers) should have been agreed with the members -(May be) The local scheme should have been more ambitious and open to the national market. Has it been having the impact you hoped it would have? - In spite of the minor mistakes stated above, the impact has been positively unexpected and the response of the local transport sector has been extremely good. 41  How has the scheme been received politically? Local transport authorities (both the Government of Cantabria and the city council of Santander,capital city) have strongly supported the initiative.  What do you intend to do with your ECO Stars scheme after May 2014? We would like to keep on spreading the Ecostars brand and working together with the transport companies in order to achieve a permanent framework of collaboration on energy and environmental issues.  What are your options? Ecostars Zero is the best one. Nevertheless, on the basis of the current cooperation framework and with the help of other regional departments we are currently working with, we hope we will be able to consolidate Ecostars achievements.  What message will you give your members? According to the results of the current scheme just 2 things: Thanks and keep on working as you have been during the last 2 years. Legacy: After May October

43 FIRST HIGHLIGHT: The company “Grupo Leche Pascual” has been certificated with the FIVE STARS ECOSTARS rating, becoming then in the biggest company certificated by the IVL with more than 500 vehicles. The 80 % of the fleet is set up by hybrid vehicles and the other 20 % by 100 % electric Vehicles 12 October Three highlights so far

44 FIRST HIGHLIGHT: The certification event had a very big impact because “Grupo Leche Pascual” is one of the biggest companies in Europe. To the event celebrated in Madrid, assisted a great representation of the spanish government with the enviroment first minister leading the group. 12 October Three highlights so far

45 SECOND HIGHLIGHT: The refrigerating transport company ERDELLA belongs to EROSKI GROUP, has certificate its fleet also with FIVE STARS ECOSTARS rating. Thanks to its renovated vehicles and above all, to his exemplary management structure, received the five stars certificate. 12 October

In cooperation with the EVE public agency.  The IVL offer contact of a consultant company which implements a telemathic its system for monitoring the different status of the vehicle machine, if the joined company is interested.  The IVL leads the dissemination process each time a new company joined the ECOSTARS, launching a press release to the media. 56 FERCAM – Fleet Emilia Romagna  Freight and logistics company based in Bolzano with 2,000 vehicles  5 stars Ecostars  157 vehicles operating in Emilia-Romagna, 84% from Euro V and from 16% to EEV2  From the 2009 Fercam has been using the system for monitoring fuel Track Nav  It pay much attention to the efficiency and environmental performance of its fleet for fuel management, more stringent emission standards provided by combustion engines personnel management, vehicle maintenance, using support systems.  The company implements a number of policies for the management of the fleet and staff aimed at ensuring and improving the energy efficiency of the same. In addition, the environmental management system, FERCAM is certified UNI EN ISO (2004 )  the certification obtained by Fercam was published in many newspapers and magazines Success Story 1 12 October

57 FEDEX branch of Parma and Reggio Emilia  Multinational Courier Company  4 stars Ecostars  7 own vehicles: 4 vehicles of Euro IV with particulate filter, 3 vehicles Euro V using methane  It use the Multi-card system that allows to indicate consumption and performance of individual vehicles and also allows to exploit other potential of the platform  The fuel management, the management of staff (all employees have a permanent contracts), vehicle maintenance are increasingly at the center of the initiatives FedEx  FedEx was very pleased with the partecipation in Ecostars and they brought their experience during the workshop of the presentation of Ecostars. Their enthusiasm was an important contribute to spread the scheme to other companies  FedEx decides to envolve in the project also the other branchs. 61 A questionnaire to be used for both impact and process evaluation has been drafted in national language by the evaluation team and by the end of September 2013 will be finalised. By mid October 2013 the questionnaire will be distributed among organisations being audited. Between October and November 2013 phone interviews will be organised to support people in filling the questionnaire. In December 2013 all the collected information will be analysed by the evaluation team. For the organisations that will be audited in the coming months, the questionnaire will be issued in conjunction with the Roadmap delivery. Evaluation 12 October

62 What are the three lessons you have learnt in the last two years about running and ECO Stars scheme? The direct experience of a company that joined the Scheme, is the best advertising you can do to the project Many companies have economical difficulties, therefore they do not see as a strategic priority a new certification. The importance of direct contact with companies through the organization of workshops, meetings in the companies, one to one meetings, phone calls, mailing activity, etc.. Lessons Learnt 12 October

63 What would you do differently now? We focused in particular on companies that have small fleet that run directly, as the big companies that do not directly manage the fleet, do not have any interest to join the Scheme. Guidance from a generic communication towards a targeted communication as workshop and meeting one to one. Economic incentive (free pass for LTZ) could involve a larger number of companies especially in this difficult time of this sector Sharing experiences 12 October

64 Has it been having the impact you hoped it would have? The impact was less then expected because big companies, with important names, that operate in the road transport sector, whose accession could affect the dissemination of the Scheme to the entire sector, they could not participate because the ownership and the management of their fleet is fragmented and managed by different providers (Stef Logistics Italia, Number One, Bartolini). 65 How has the scheme been received politically? The Scheme has not the right politic support as hoped because in Parma there was an important change of the administration and the political support promised failed What do you intend to do with your ECO Stars scheme after May 2014? With the difficulty of allocation of new found, Parma Scheme has not future without a new budget from EU What message will you give your members? After 2014 you can’t no longer obtain this certification free because the funding will end, but is in the approval process a second edition of Ecostars, that provides a consortium with other cities, so the certification is being spread in Europe.
