The path towards a more integrated market Overall target: A single European Market for electricity Today Top down management (Florence Forum, AHAG) Bottom up cooperation (Regional Initiatives) Tomorrow New institutions (ACER, ENTSO-E) From voluntary to binding enforceable rules (Framework Guidelines, Network Codes, Commotology) Room for bottom up?
The role of the Regional Initiatives ERGEG: Strategic vision to be developed under EU Commission umbrella Complement ACER in implementing market integration rules Closer cooperation with member states representatives MERCADOS Study: Greater top-down guidance is required Focus on implementing and adapting reference model to regional specificities Bottom up approach may still be required in issues such as cross border infrastructure investments Closer cooperation with member states representatives
The role of Northern RI Monitor and present progress and regional obstacles in implementing market integration rules Consultations with Stakeholders on progress and obstacles on regular yearly Stakeholder Group Meetings and ad-hoc Coordination with representatives from governments in the region Coordination with other regional initiatives
Coordination with member states Day length meeting/seminar at least annually + ad-hoc if needed, with regulators, representatives of governments and EU Commission regarding status of implementation in the region and coordination activities within the Regional Initiative Closer involvement in ad-hoc projects that requires harmonisation of national legislation
