7 Cedefop study visit Copenhagen, Denmark 01 – 03 of march 2004 7 The European Union principles: Copenhagen declaration: – to reinforce the transferability and the acknoledgement of competencies in order to increase workers mobility; – To cooperate with social partners at local, regional and national level; Europass: – To define a common panel for transparency of qualifications and competencies; – To define a common system of acknoledgement of study titles and professional qualification; – To define the contents: european CV, european portfolio of languages, mobility experiencies.

8 Cedefop study visit Copenhagen, Denmark 01 – 03 of march 2004 8 The actual situation in Italy about validation of skills: In Italy we dont have a national system; – The university have their own system (25 hours of didactic activity mean 1 credit – every University has large autonomy in determing its own standard); – The profesional orders (lawyers, accountants, engineers, etc.) have their standards (every 4 hours of didactic activity mean 1 credit); – Every training category has its own system (professional apprentship, technical training, long life learning education, etc.); Consequeces: – The right of every worker for continuos training is seriously compromised; – The flexibility to change job is not guaranteed; – Labour market is becoming more rigid.

9 Cedefop study visit Copenhagen, Denmark 01 – 03 of march 2004 9 The actual national legislative system about validation of skills: Costitutional law 3/2001: it modifies the lines of attribution of competencies between the central state and the regions; National law 131\2003: the main task of this law is to adapt the all legislative system now into force, to the constitutional law; The regions have large autonomy in the professional and vocational training system; National law 174/2001 defines the general mechanism for a national system of skills validation. Advantages: the system is totally to build, there is the possibility to benchmark the best models all around Europe Problems: this kind of approach requires time to establish and much more time to perform.

10 Cedefop study visit Copenhagen, Denmark 01 – 03 of march 2004 10 The discussion about the new rules: Parity between various institutions: – the central state makes the general rules; – the regions make their systems taking into account of local needs; General agreement between institutions and stakeholders: – National level for general rules; it is necessary to define the minimum standard of competencies or broad band competencies; – Regional and local level for specific needs: the broad band competencies system can be widen in specific regional professional profiles; Common definition of: – Professional profiles; – Minimun standard competencies (personal, general and specific qualifications); – Training credit units; – Training credit recognition (enterprises and workers unions recognition).
