11  CHP cannot enforce a 25 MPH speed limit on Las Gallinas Ave with no ETS  ETS sets safe speed at 30 MPH  ANY radar enforcement would be a speed trap and illegal  Vehicle at 40? CHP can do nothing about it. Why not keep the 25 MPH on Las Gallinas Ave?
