timeline of the project May '07 IL - IPS-TA 7 Live traffic began in January, 2006 By July, 2006  all carrier facilities turned up  at least one county per carrier OnStar testing begins in October By December, 2006  all 92 counties have WE (one for the first time)

IL - IPS-TA 21-May '07 8 The details of the project chapter 2 – background and history Who is INdigital, and what do you do?

who is INdigital ? 21-May '07 IL - IPS-TA 9 11 telco owners  founded in 1995 HQ in Fort Wayne, IN Integrated vendor  high availability IP  private networking Specializing in 911

what is the roadmap ? 21-May '07 IL - IPS-TA 10 two generations of change 1. Project Crossroads  Connects wireless E9-1-1 calls to the existing landline routers  Routes E9-1-1 calls via an IP backbone 2.IN911 Network  Next Gen packet delivery of wireless calls  Redundant T-1s to each PSAP  IN911 overlays, then replaces Crossroads

about: project Crossroads Transition live E911 calls to an NG network optimized for wireless  create a more efficient network  modernize the infrastructure  roadmap to a resilient packet network  provide a unified, competitively neutral, independent network for the future  create system logs of call events (not content)  Crossroads is a ‘temporary’ transitional network 21-May '07 IL - IPS-TA 11

Funding wireless enhanced May '07 IL - IPS-TA 15 The Board pays for equipment specific to wireless call delivery The Board has previously paid for:  Phase II mapping and startup  equipment and software Wireless carriers surcharge 50¢ (formerly 65¢) which is distributed:  INdigital, the network operator  PSAPs as a supplemental payment There is no cost to the PSAP for the network, operation or maintenance

Stakeholder: PSAPs 21-May '07 IL - IPS-TA 16 a transparent conversion to Crossroads  Complete audit of call routing  Better call delivery accuracy  Phase II drive testing  Informal assessment of PSAP needs

Stakeholder: wireless carriers 21-May '07 IL - IPS-TA 17 Crossroads (phase G-1)  Few issues migrating the wireless carriers  Crossroads means real dollar savings, simplification of maintenance and support Benefits of Crossroads for wireless  Faster call setup times:  15 to 20 seconds <1 second  100% call logging, problem resolution  One number to call for wireless 911 issues

Stakeholder: incumbent LECs 21-May '07 IL - IPS-TA 18 Crossroads (phase G-1) uses LEC legacy wireline networks to terminate wireless 911 calls  Embarq had no issues  Verizon had a few operational issues  AT&T had several administrative issues, various other concerns, and ‘pre implementation’ conditions on behalf of their PSAP customers

Measuring Crossroads success 21-May '07 IL - IPS-TA 19 All 92 counties now have wireless E911 service the goal: all capable counties will have phase II info by 2Q ’07 any ‘missing’ phase II county will receive guidance to get upgraded service from the carrier

IL - IPS-TA 21-May '07 31 Indiana 911 network Next Generation WE9-1-1 chapter 3 - pre-next gen 911 generation 2

“Why is there a need for change?” 21-May '07 IL - IPS-TA 32 More information is available from the caller Greater need for inter-agency operability New call ‘generators’ are not at a civil address

WE9-1-1 call generators 21-May '07 IL - IPS-TA 33 OnStar ™ ATX ™ Text messaging Camera phones Other ‘non traditional’ call sources

Barriers to progress 21-May '07 IL - IPS-TA 42 Dealing with the ‘red Counties’  over three years of discussion but strong opposition remains  “We have serious concern over the lack of national standards” “IP is too dangerous for 911”

“No one has used IP for E911” 21-May '07 IL - IPS-TA 43 INdigital is using Cisco equipment, and we have a letter from Cisco saying it is not supporting E911.  The LEC letter is for one Cisco product (call manager). INdigital is not using call manager  There are thousands of Cisco products. Cisco is supporting efforts to build next generation E911 networks

IP makes WE9-1-1 work 21-May '07 IL - IPS-TA 44 INdigital is ‘standards based’  All of the network is built on standards that exist today.  A small percentage of our work is based on emerging standards.  As standards are established, INdigital will comply with all NENA standards  The agreement with the Board requires compliance with standards

IL - IPS-TA 21-May '07 47 Next Generation at the PSAP a look toward the future chapter 4 – where reality and theory meet PSAP integration

about: the PSAP facts 21-May '07 IL - IPS-TA 48 INdigital is dealing with PSAPs on a case by case basis  Many PSAPs are unique  PSAPs have different equipment configurations and needs One size does not fit all PSAPs  INdigital and the Board want to accommodate the local PSAP  there is a lot of room within the framework of the overall project

Well, at our PSAP… 21-May '07 IL - IPS-TA 49 We do it this way…  INdigital response: That’s great ! Keep doing what works !  PSAPs are unique. PSAPs have unique equipment configs and needs. One size does not fit all PSAPs  INdigital and the Board respect the local PSAP, within the framework of the overall project

Well, at our PSAP… 21-May '07 IL - IPS-TA 50 This is a statewide project, not a state project  We have connected to equipment from:  Positron  Zetron  PlantCML (Rescue Star and ECS-1000)  Orbicom  Emergitech  Various Nortel systems

21-May '07 IL - IPS-TA 51 This is not the IN911 network

about: conversion issues 21-May '07 IL - IPS-TA 52 making the most of the legacy network  living within the existing funding  minimizing the rate of change at the PSAP  building a next generation network without obsolescing the legacy PSAP equipment Competitive neutrality for 911 is an issue in unified networks

about: delivering more data 21-May '07 IL - IPS-TA 53 Forklift upgrades aren’t an option Data delivery improvements offer a lower cost path to the future Our goal is to deliver:  more information,  more accurate information

21-May '07 IL - IPS-TA 54 about: how we display more data wireline subscriber wireless subscriber

IL - IPS-TA 21-May '07 60 The details of the project chapter 5 – all 911 calls are local The Illinois connection

Solving border problems 21-May '07 IL - IPS-TA 61 The 911 call origination is within Indiana  The wireless company tower is in Illinois  The 911 call is routed to an Illinois PSAP  The Illinois dispatch center can’t effectively transfer to an Indiana PSAP The 911 call origination is within Illinois  The wireless company tower is in Indiana  The Illinois dispatch center can’t effectively transfer to an Indiana PSAP. Other, more unpredictable routing happens

Our solution to these border problems 21-May '07 IL - IPS-TA 62 INdigital will provide trunking to participating border Illinois PSAPs  Calls are routed to the ‘best’ serving PSAP  Call routing is refined based on PSAP input Within the restrictions of the statutes, 911 calls are quickly transferred within the network by the PSAPs  All caller data accompanies the call  PSAPs have increased communication capability (thru administrative phones)

IL - IPS-TA 21-May '07 63 The details of the project chapter 6 – visualizing the future a real time display

Q&A 21-May '07 IL - IPS-TA 64 Can we tell you more about our project?
