WLI Regional Knowledge Exchange Workshop on Decision- support Tools and Models 23-27 September, 2013, Djerba, Tunisia Projecting Impact on Water Balance with- and without- improved water management Observations on challenges to identify potential impacts of improved water productivity on the water balance at the watershed scale and communicate them to decision-makers Mongi Sghaier
Scaling up from a pilot test a sustainable and integrated water, land use and livelihoods strategy Strategies for policy-makingFor community inclusion Enhanced knowledge, skills and qualifications for key stakeholders Improved rural livelihoods of farmers Key words from WLI The need for a communication startegie
it is deemed inaccessible and not used for decision-making. When information is not presented using a method or format appropriate for a particular audience, Therefore, research findings using technical jargon can be too scientific and difficult to understand. Few stakeholders have a background in statistics or research methods;
Different stakeholders have different information needs because they make different types of decisions. The information communicated to stakeholders must address their needs and concerns. Decision makers use research findings to make decisions regarding policies, resource allocation, and strategic planning. On one hand
Developing an information dissemination strategy is likely to increase stakeholders’ research uptake. Yet, research is frequently not available, accessible, relevant, or useful, which limits its applicability for improving IWRM systems. Researchers provide scientific findings & information to empower stakeholders in making evidence-based decisions. On the other hand
Major Challenges in communication/WLI network
What are the apprpriate and relevant models and tools to give advice to decision makers and also respond real needs of stakeholders ? Relevance of WLI outputs and outcomes to help and support decision making process ? Crop-water- productivity models GIS tools fro mapping alternative cropping patterns and scenarios (Suitability maps, vulnerability assessment, INRM/IWRM) Stakeholders often make policy, advocacy, planning and programmatic decisions in the absence of relevant and useful information, actions that limit the effectiveness of Water systems.
Multiplicity and diversity of decision makers/stakeholders Different stakeholders have different information needs because they make different types of decisions The information communicated to stakeholders must address their needs and concerns WLI Outcomes WLI thematic research group on decision support tools and models activated WLI thematic research group on water use efficiency activated Improved connection of WLI pilot testing to strategic level decision-making and improved outscaling strategies for integrated land and water management Improved management of land, water and livelihoods in WLI countries Adequacy ?
Relationships between Scientists and stakeholders/decision makers in terms of trust, respect, information sharing, and improved negotiation; Communications, demonstrated commitment, and information sharing; Accountability of all community members involved Community engagement and collaboration challenges in terms of
“Different stakeholders need different information, in different languages, using different terminology, delivered in formats that respect culture and norms.” Approaches in order to made understandable and useful scientific findings of WLI network ? Wow to produce in a simple way results and scientific findings from different models and tools carried out by WLI team ?
Information disseminated to stakeholders should emphasize key findings for action and include recommendations that are useful. The need to adapt research findings for each stakeholder group in a user-friendly manner, Decision makers generally prefer key messages that are concise and actionable. The need for developing a communication strategy: Objectives which stakeholders to target for information dissemination appropriate channels of communication
