7 6 TIME FRAME AND SCOPE OF THE STUDY 1.Six months time frame: January 17,2005 to July 17, Short time frame could not cover every aspect of higher education 3.The Strategy adopted was by focusing on University level of education. 4. The study covered the core functions of higher education: teaching and learning, R&D, service to the community, life-long learning, access and equity, benchmarking against best in class

8 7 MOVING FORWARD: WHAT DO WE HAVE TO DO? The rhetoric has been to be centre of regional excellence, to be world beaters. What will it take to make us world beaters? WHERE DO WE BEGIN AND HOW TO GRAPPLE WITH BIG ISSUES WITHIN 6 MONTHS? 13 12 MOVING FORWARD:INSTITUTIONAL PILLAR (APPOINTMENT OF V.C.) The appointment of VCs, (commencing first with post- graduate/research universities), be carried out through advertising openly in order to obtain best candidates irrespective of race, color or creed. VC to be appointed on a 2-yr contract with stringent KPIs built into the contract. VC to be paid very competitive.The VC must be a – political, and a thoroughbred professional. ( KAIST advertised internationally and offered Prof Laughlin, a nobel laureate from Standford University, to head the university. KAISTs goal: to dethrone MIT and be the undisputed institutional leader in S&T. KAIST had already displaced Japanese institutions as the leading technical IHE in Asia (Newsweek 2005). 14 13 MOVING FORWARD:INSTITUTIONAL PILLAR lA special scheme of service separate from the general scheme of service be devised for academic staff of the university, and appropriate incentives be put in place in order to attract the best and the brightest to take up teaching appointments in the university.

This mandatory requirement should be applicable to all IHE, public and private.

16 15 MOVING FORWARD:PEDAGOGICAL PILLAR lAll new lecturers take mandatory training programs in pedagogy and familiarize themselves with the constructivist or related approach which is a student centered approach. Even professors should be encouraged to be involved in postdoctoral studies. lAll IHE must devise plans and programs to raise the professionalism of their academic staff in teaching- learning activities. lAll IHE must give serious attention to academic assessment and ensure that all academic staff be given on- going training to master assessment skills (summative versus formative assessment).

17 16 MOVING FORWARD:PEDAGOGICAL PILLAR lThe corporate and industrial sectors should be involved in curriculum development especially in the professional and science based disciplines. The industry players, like their Korean counterparts, should familiarise themselves with DACUM. They should no longer be on the side lines and engage in yearly ritual of ministry –bashing. lIndustrial intership program be made mandatory for a minimum of 6 months for undergraduates in science and technology, students in pre diploma, vocational and technical courses, and other disciplines that require practicum.

18 17 MOVING FORWARD: R & D PILLAR Reseach universities must be set up post haste. Students are to be selected on pure merit. This is the levelling up model. Universities should be encouraged to set up Academy of S&T, Academy of Engineering Science, and Academy of Social Science. These academies should be grouped under the National Scholars Academy Council which would focus on producing and advancing knowledge in all fields and bringing together these disciples through research and the application of knowledge. Government should only sponsor post graduate students to study overseas in top rate universities with strong R&D

19 18 MOVING FORWARD:R&D Duplication of R&D among IHE should be avoided to avoid wastage. IHE should formalise efforts to involve the industry to participate in their reseach activities through collaborative research programs. IHE to initiate joint projects with internationally renowned research and industrial centers so as to enhance their R&D capability,and make possible technology transfer.

20 19 MOVING FORWARD:R&D IHE should frame an intellectual property policy for themselves to encourage registration of patents of discoveries and inventions resulting from R&D and subsequent developments of innovative products.

21 20 MOVING FORWARD:SOCIOLOGICAL PILLAR Efforts to instill national unity be continued and extended to higher education A course of study which focusses on intercultural and intra cultural studies be introduced and undertaken by all students, the teaching and learning of which should be through discussion and participation. IHE students to participate in compulsory community work

22 21 The committee recommends with immediate effect a moratorium on the awarding of new licenses for the establishment of Private Higher Education (PIHE) until a thorough evaluation of all existing PIHE has been carried out. (17) MORATORIUM

23 22 The committee recommends that Malay, as the National Language, be used for all official purposes. English should be used as the medium of instruction for science, mathematics and professional subjects. Other subjects should be taught in the language that is most effective in the delivery of content. At the same time students should be encouraged to master other international languages. (72) MULTILINGUALISM

24 23 MyBRAIN15 Project MyBrain15 : The committee recommends that MyBrain15 be designed and implemented for the development of national human capital. It should be planned and implemented towards producing 100,000 Ph.D graduates within the next 15 years.( 130)
