PHASE II ESA 2014 ESA GUIDELINES PROJECT DEVELOPMENT PROCESSES –PATH 2 AND 3 PROJECTS –PATH 4 AND 5 PROJECTS W/ WORK PLAN

PHASE II ESA A PHASE II ESA IS USED TO DETERMINE THE ABSENCE OR PRESENCE OF SUSPECTED CONTAMINATION WITHIN THE ROW DETERMINE THE WASTE CLASSIFICATION –SOLID WASTE –NON-HAZARDOUS –HAZARDOUS MAY BE USED TO DETERMINE THE EXTENT 2014 ESA GUIDELINES

PHASE II ESA PHASE II ESA IS USED TO PROVIDE A HIGHER DEGREE OF CONFIDENCE IN REGARD TO THE ENVIRONMENTAL RISK INVOLVED IN TAKING ROW OR WHOLE PROPERTIES 2014 ESA GUIDELINES

PHASE II ESA RIGHT OF ENTRY –ODOT AND ITS CONSULTANT HAVE THE RIGHT TO ENTER THE ROW OR PROPERTIES TO CONDUCT NECESSARY TESTING PROPERTY OWNER MUST BE NOTIFIED 48 HOURS IN ADVANCE 2014 ESA GUIDELINES

PHASE II ESA THE WORK MUST BEGIN NO MORE THAN 30 DAYS FROM THE DATE OF NOTIFICATION THE CONSULTANT SHOULD NEVER SIGN AN ACCESS AGREEMENT WITH THE OWNER 2014 ESA GUIDELINES

PHASE II ESA WORK PLAN INTRODUCTION FIELD ACTIVITIES/SAMPLING PROCEDURES –SOIL BORING/MONITORING WELL LOCATIONS –SAMPLING METHODS –FIELD SCREENING AND SAMPLE SELECTION –ANALYTICAL METHODS –QUALITY ASSURANCE / QUALITY CONTROL –GEOPHYSICAL SURVEY (IF APPLICABLE) SITE DIAGRAM –PROJECT MANAGEMENT PLAN 2014 ESA GUIDELINES

PHASE II ESA PHASE II ESA ASSESSMENT IS BASED ON AN OES IOC RECOMMENDATION FOR FURTHER ASSESSMENT –EITHER BASED ON AN APPROVED WORK PLAN; –OR, OES IOC WITH DIRECTION OF WHAT WORK TO COMPLETE 2014 ESA GUIDELINES

HEALTH AND SAFETY PLAN A SITE SPECIFIC HEALTH AND SAFETY PLAN IS REQUIRED UNDER 29 CFR –THE SAFETY PLAN SHOULD NOT BE SUBMITTED TO ODOT FOR APPROVAL OR –SHOULD NOT BE INCLUDED IN THE PHASE II REPORT 2014 ESA GUIDELINES

PHASE II ESA ASSESSMENT IN ALL CASES, THE OES IOC IS CONSIDERED THE FINAL DECISION FOR THE PHASE II ESA DOCUMENT 2014 ESA GUIDELINES

PHASE II ESA FIELD WORK –OWNER NOTIFICATION COMPLETE –OUPS AND LOCATORS NOTIFIED IN ADVANCE –ALL DIRECTION COORDINATED –AUTHORIZATION IN PLACE 2014 ESA GUIDELINES

PHASE II ESA PREFERED METHOD OF INVESTIGATION –DIRECT PUSH TECHNOLOGY LESS WASTE GENERATION SMALLER EQUIPMENT FASTER –HOLLOW STEM AUGER GENERATES LARGE AMOUNTS OF WASTE –AIR ROTORY USED FOR DRILLING BEDROCK 2014 ESA GUIDELINES

DIRECT PUSH TECHNOLOGY 2014 ESA GUIDELINES

PHASE II ESA BORINGS –DESIGNATED LOCATIONS & DEPTH VARIATIONS MUST BE APPROVED BY OES MONITORING WELLS –IF REQUESTED, PROPER DEPTH & SCREEN LENGTH WITHIN THE FIRST WATER BEARING ZONE 2014 ESA GUIDELINES

PHASE II ESA SOIL SAMPLE COLLECTION –CONTINOUS SAMPLE COLLECTION –HIGHEST FIELD SCREEN READING SINGLE SAMPLE PER BORING –UNLESS CHANGE HAS BEEN AUTHORIZED OR 2014 ESA GUIDELINES

PHASE II ESA PID SCREEN READING AT ZERO (0) SIGHT AND SMELL SOIL SAMPLE IMMEDIATELY ABOVE SOIL/GROUNDWATER INTERFACE OR BOTTOM OF BORING 2014 ESA GUIDELINES

PHASE II ESA GROUNDWATER SAMPLING –FROM DEVELOPED WELL –PURGED WITH MINIMUM 3 WELL VOLUMES –CLEAN DISPOSIBLE BAILER –STATIC WATER LEVELS SHOULD BE COLLECTED PRIOR TO PURGING OF WELL 2014 ESA GUIDELINES

PHASE II ESA FREE PRODUCT –IF FREE PRODUCT IS FOUND DURING GROUNDWATER SAMPLING THE CONSUTANT SHOULD IMMEDIATELY NOTIFY THE DISTRICT ENVIRONMENTAL COORDINATOR OF THE SITUATION –THE OWNER OF THE PROPERTY SHOULD THEN BE NOTIFIED OF THE PRESENCE OF PRODUCT ON HIS PROPERTY 2014 ESA GUIDELINES

PHASE II ESA SAMPLE PREPARATION –PROPER SIZED LAB CONTAINERS LABELED PROTECTED ICED –COMPLETED CHAIN OF CUSTODY –ALL IN ICE CHEST FOR SHIPPING 2014 ESA GUIDELINES

PHASE II ESA GEOPHYSICAL SURVEY –IF REQUESTED TO DETERMINE PRESENCE OF STRUCTURES LIKE UNDERGROUND TANKS OR OBJECTS 2014 ESA GUIDELINES

PHASE II ESA EXCEPTIONS: –NEAR SURFACE SAMPLNG –SHALLOW BORINGS (SOIL ONLY) –SEDIMENT SAMPLES (HAND PROBE) –LAND FILL SAMPLING (OAC ) 2014 ESA GUIDELINES

ANALYTICAL TYPICAL: –VOC - (SW 846 METHOD 8260) –SVOC - (SW 846 METHOD 8270) –TPH (GRO, DRO, & ORO) (METHOD 8015B) –RCRA METALs - (SW 846 METHOD 6010) 2014 ESA GUIDELINES

BORING/WELL SEALING BORINGS: –BENTONITE PELLETS AND HYDRATION MONITORING WELLS: –STATE COORDINATING COMMITTEE ON GROUNDWATER TECHNICAL GUILDELINES FOR SEALING UNUSED WELLS 2014 ESA GUIDELINES
