1 A To improve the lives of Northern Ireland citizens through the sharing of geographic information to facilitate more effective decision making B To educate and improve everyone’s understanding of the power of geographic information and promote its benefits C To control the costs of data management by co-ordinating the creation and maintenance of data sets and eliminating duplication in existing datasets D To utilise core geographies as common reference data to improve data utilisation and sharing E To ensure that systems, standards and business relationships are in place so that the right geographic information is easily accessible in all of the right places and in a timely way F To increase skill levels so that everyone who needs to use geographic information knows what they need to know to accomplish this effectively G To conform with emerging national and European legislative requirements relating to geographic information H To create strong leadership and governance to implement the strategy and embed its recommendations so as to improve the economy, the environment and the society of Northern Ireland STRATEGIC OBJECTIVES

5 Project Ref: Project title: ENABLERS INTERMEDIATE BENEFITS END BENEFITS OBJECTIVES 1.05Develop a NI GI skills base Expand the GI Consulltancy programme Create a blueprint for delivering and sustaining necessary GI understanding and skills in the NICS Agree how GI skills fit into/ with other professions in the NICS Increased use of GI within Gov Skills required for successful use of GI are available when needed Broad knowledge of the power of GI is attained across Depts & organisations Greater numbers of departments having access to specialised GI skills Increased GI knowledge in senior management positions Staff feel encouraged to build expertise and skills in the effective use of GI A senior GI champion is identified in all major public sector organisations and in some private sector organisations driving the long term use of GI and highlighting its business benefits A dedicated career structure is in place for GI specialists, clearly linked into broader ICT and professional structures. This structure is such as to ensure a sustainable spread of skills within and across organisations GI is fully utilised by both public and private sectors due to the widespread availability of GI trained staff Effective understanding and use of GI is seen as a necessary element in all public servants’ skill sets 1.05, 1.01, 1.02 ABFABF Take lessons learned from NICS work into wider public and private sectors

8 Project Ref: Project title: ENABLERS INTERMEDIATE BENEFITS END BENEFITS OBJECTIVES 1.09Data harmonisation Devise a public sector data collection register or notification system in conjunction with the Centres of Purchasing Excellence Work with DARD & NIHE to examine needs & possible solutions for up to date and relevant data for rural areas Ensure consistency in boundary mapping Greater adoption of correct data standards Reduction in duplication of effort in data collection More up to date information if better resourced Increased knowledge of data collection systems Increased financial savings in terms of data collection A central data collection policy that creates a reporting mechanism which facilitates consultation on proposed data collection projects or activities is in place. Business rules/guidelines on data structure are available and used for the collecting and creating of data Lighthouse projects that demonstrate the benefits of shared data collection are in place 1.03, 1.09 Create a data collaboration & project collaboration network Coordinated funding for data collaboration projects is in place Availability & integration of RPA geographies
