The UE can initiate Location Area Update, Rout Area Update, CS Service, PS Service and so on through initiating a RRC connection setup process. After a RRC connection setup process is successfully established, the UE will enter the UTRA RRC connect mode. When a RRC connection is released, the UE will enter the Idle Mode from UTRA RRC connect mode.
