Proposal summary Objectives of the Assignment: –facilitate discussions/workshops with stakeholders –summarise issues arising from this environ-scan –consider the best use of TCFM resources –identify opportunities for generating income –deliver plans based on 5-year goals, including: recommendations for additional specific strategies, external funding support, and paid workforce (station manager, executive officer, etc).

Our approach We will focus on the balance between: –the community-based nature of TCFM, and –need for commercial viability and accountability. We will select planning templates: –based on best-practice for related organisations: Community Broadcasting Association of Australia, and/or Business Excellence Australia. –tempered with: our own experience, and the specific needs of TCFM and its stakeholders.
Our approach Assignment initiation: –Initial meeting between TCFM and Equal: sign-off on first (initial) payment, finalise any other contractual matters, confirm the approach to the assignment, clarify any extracurricular agendas, confirm communication and reporting protocols, discuss planning templates, confirm TCFM stakeholders, and obtain contact info, discuss approach/format of meetings/workshops, and clarify TCFM resources to be provided.
Our approach Assignment initiation (continued): –Output of initial meeting: Meeting Minutes Assignment Plan Meeting/Workshop Survey Instrument/Format Business Plan Template Implementation Plan Template to be completed and signed-off by 2 August 2004 –All relevant TCFM personnel should attend Executive Officer, and Board Members, as applicable.
Our approach Business Plan development: –Meetings/workshops with: TCFM, Cities of Joondalup and Wanneroo, ECU and TAFE, Academy of Radio, Joondalup, Wanneroo, Suncity Business Associations, 2Cities, Community Times and Sun City News, and others as appropriate.
Our approach Business Plan development (contd): –Meetings/workshops to follow defined format; eg: needs for community broadcasting, importance of these needs, current gaps in provision of these needs, perceived SWOT for TCFM, possible funding and revenue sources, alignment of TCFM goals with community goals, suitable targets or milestones, and other requirements as applicable.
Our approach Business Plan development (contd): –Following meetings/workshops Equal will: review the information, conduct our own research, (similar format to that of meetings/workshops), review suitability of current TCFM organisational goals, review suitability of planning templates, and summarise results to present to TCFM.
Our approach Business Plan development (contd): –Business Plan update meeting: between TCFM and Equal, provide summary of results of meetings/workshops, provide summary of results of own research, discuss and clarify results, obtain TCFM input into and closure on results, review suitability of TCFM organisational goals, discuss/review suitable KPIs for these goals, discuss/review suitable resourcing for these goals, and review suitability of planning templates.
Our approach Business Plan development (contd): –Output of Business Plan update meeting: Meeting Minutes updated Assignment Plan, as applicable updated Business Plan template, as applicable updated Implementation Plan template, as applicable –All relevant TCFM personnel should attend: Executive Officer, and Board Members, as applicable.
Our approach Business Plan development (contd): –Preparation of draft Business Plan: in accordance with previous results and research, in accordance with agreed Business Plan template, submitted to TCFM for review and comment, and sign-off on second (interim) payment. –Preparation of final Business Plan comments made by TCFM will be discussed, relevant changes agreed and made, final Business Plan submitted, and approval and sign-off by 5 November 2004.
Our approach Implementation Plan development: –Implementation Plan update meeting: between TCFM and Equal, consider any addition information and/or changes, and review suitability of Implementation Plan template. –Output of meeting: updated Implementation Plan template, as applicable –All relevant TCFM personnel should attend: Executive Officer, and Board Members, as applicable.
Our approach Implementation Plan development (ctd): –Preparation of draft Implementation Plan: in accordance with previous results and research, in accordance with approved Business Plan, in accordance with Implementation Plan template, and submitted to TCFM for review and comment. –Preparation of final Implementation Plan comments made by TCFM will be discussed, relevant changes agreed and made, final Implementation Plan submitted for approval, and sign-off on third (final) payment by 17 December 2004.
