2 Role of the Anti-Dumping Commission Recent reforms to Australia’s anti-dumping system Introduction

3 Officially commenced on 1 July 2013 Main office is located in Melbourne, with staff still located in Canberra Transferred to the Industry portfolio on 27 March 2014 Appointment as the Commissioner of Australia’s Anti-Dumping Commission by the Honourable Jason Clare Anti-Dumping Commission

4 Reforms from five tranches of legislation include: – Establishing the Commission – Imposing a time limit on ministerial decision making in anti-dumping and countervailing cases – Establishing a new appeals process for anti-dumping matters – Allowing Australian industries, or the Minister, to bring about an anti-circumvention inquiry – Establishing the International Trade Remedies Advisor Reforms to the Anti-Dumping System

5 Recent reforms which commenced on 1 January 2014 include: – Removing, in certain circumstances, the need for the Minister to consider the lesser duty rule – Improving access to the retrospective duties provisions allowing different forms of interim dumping duty to be applied from those currently used – Allowing Australian industries, or the Minister, to bring about an anti-circumvention inquiry into the avoidance of the intended effect of duty Recent Reforms
