9 Service Models What is cloud computing ?
Cloud computing providers offer their services according to several fundamental models: Infrastructure as a service (IaaS), Platform as a service (PaaS), and Software as a service (SaaS) IaaS is the most basic and each higher model abstracts from the details of the lower models IaaS, In the most basic cloud-service model, providers of IaaS offer computers – physical or (more often) virtual machines – and other resources PaaS, cloud providers deliver a computing platform, typically including operating system, programming language execution environment, database, and web server. Application developers can develop and run their software solutions on a cloud platform without the cost and complexity of buying and managing the underlying hardware and software layers. SaaS, users are provided access to application software and databases. Cloud providers manage the infrastructure and platforms that run the applications. SaaS is sometimes referred to as "on-demand software" and is usually priced on a pay-per-use basis. SaaS providers generally price applications using a subscription fee. Source Wikipedia

Cloud computing providers typically deploy their services several ways: Public cloud Private cloud (includes Community Cloud) Hybrid cloud A cloud is called a 'Public cloud' when the services are rendered over a network that is open for public use Private cloud is cloud infrastructure operated solely for a single organization, whether managed internally or by a third-party and hosted internally or externally Community cloud shares infrastructure between several organizations from a specific community with common concerns (security, compliance, jurisdiction, etc.), whether managed internally or by a third-party and hosted internally or externally. The costs are spread over fewer users than a public cloud (but more than a private cloud), so only some of the cost savings potential of cloud computing are realized

So much so that Attorney General’s Department released a guideline in July to

Government and the Cloud In early July 2013 the Attorney-General released the Australian Government policy and risk management guidelines for the storage and processing of Australian Government information in outsourced or offshore ICT arrangements under the Protective Security Policy Framework Why these guidelines were developed? Agencies have procured outsourced arrangements for the storage and processing of Australian Government information for several years, and are actively examining cloud computing services for their possible efficiency, flexibility and lower costs. These guidelines aim to help government decision-makers evaluate the benefits of the adoption of cloud computing services; and help agencies to consider the contextual risks specific to their agency and operating environment Where there are risks to personal information, the potential impacts are broader than just financial considerations and include loss of public confidence and trust in Government. Where these risks are calculable and manageable, relevant Ministers are to accept those risks before an agency head can enter into such an arrangement. Agency heads wanting personal information (as defined in the Privacy Act 1988) to be stored and processed in outsourced onshore public cloud or offshore arrangements, are to seek Ministerial approval (both the relevant agency’s Minister and the Attorney-General as the Minister responsible for privacy and protective security). National Privacy Principles The ten National Privacy Principles (NPPs) contained in schedule 3 of the Privacy Act 1988 (Privacy Act) regulate how large businesses, all health service providers and some small businesses and non-government organisations handle individuals’ personal information. The NPPs cover the collection, use, disclosure and storage of personal information. The NPPs will be replaced by the Australian Privacy Principles (APPs) on 12 March More information on the APPs can be found on the law reform page. NPP 1: collection Describes what an organisation should do when collecting personal information, including what they can collect, collecting from third parties and, generally, what they should tell individuals about the collection. NPP 2: use and disclosure Outlines how organisations may use and disclose individuals' personal information. If certain conditions are met, an organisation does not always need an individual's consent to use and disclose personal information. There are also rules about direct marketing. NPPs 3–4: information quality and security An organisation must take steps to ensure the personal information it holds is accurate and up-to-date, and is kept secure from unauthorised use or access. NPP 5: openness An organisation must have a policy on how it manages personal information, and make it available to anyone who asks for it. NPP 6: access and correction Gives individuals a general right of access to their personal information, and the right to have that information corrected if it is inaccurate, incomplete or out-of-date. NPP 7: identifiers Generally prevents an organisation from adopting an Australian Government identifier for an individual (eg Medicare numbers) as its own. NPP 8: anonymity Where possible, organisations must give individuals the opportunity to do business with them without the individual having to identify themselves. NPP 9: transborder data flows Outlines how organisations should protect personal information that they transfer outside Australia. NPP 10: sensitive information Sensitive information includes information relating to health, racial or ethnic background, or criminal records. Higher standards apply to the handling of sensitive information.

The department is consolidating the legacy ERP systems from 16 agencies and 8,500 employees to an SAP cloud platform using Business ByDesign and a locally hosted payroll solution. Victorian State Government – Uses the Ariba Network to build an eServices Register for its suppliers From July 2013, the eServices Register replaces the function of the eServices Panel. The Ariba procurement platform has been implemented to facilitate the procurement process for Whole of Victorian Government eServices approaches to market. The eServices Register will provide a simplified process for Victorian ICT companies bidding for government work, and allow the Victorian Government to make more informed purchasing decisions from a greater range of suppliers as well as monitor the range and scope of eServices engagements.

The Processing Shopping Carts business process enables your employees to independently create and track shopping carts to request non-stock materials and services. They can also confirm, cancel or return goods and services receipts from the shopping carts. The costs for these products can be assigned to a cost center, project, sales order, or service order. The information in these shopping carts is sent for approval, if required, and then transferred into purchase requests for the purchasing department. It is possible for a requester to withdraw a shopping cart from approval. Requested items can also be canceled. Self-Service Procurement Employees can use the Self-Service Procurement business package to create and manage their own requests for supplier catalogue items or non-catalogue items using shopping carts. Instead of submitting their paper-based requirements to a purchasing department for ordering, employees can request materials and services electronically and confirm the delivery. This can result in a procurement process that is almost completely automated, which saves time and effort as requests are sent immediately to purchasing, and buyers convert the request directly to a purchase order with minimal or no manual effort.
